The Effect Of Poverty Alleviation Policy On Regional Economic Growth Rate

Since the reform and open policy,various regional economy of our country have obtained rapid development,but the regional economies difference also unceasingly expands.In order to improve the living standards of the poor and improve the gap between the rich and the poor.Since 1986,the Chinese government has taken the Poverty Alleviation Policies to help poor areas out of poverty.With the deepening of poverty alleviation,the research on such effect had many at home and abroad.But most of them pay attention to the per capita income of farmers,and the impact on economic growth is relatively small.The speed of economic growth is directly related to the living standard and the development potential of the poor areas.Narrowing the growth gap between regional is the key to solve the regional economic development gap,and also the key factor to narrowing the gap between rich and poor.For this reason,based on the county-level panel data from 1998 to 2010,the influence of national poverty alleviation policy on economic Growth Rate in the new period was analyzed by the method of propensity score matching and difference in difference.Besides,this influence mechanism were further explored.The results show that the policy has given a greater development potential for county,has a significant role in promoting economic growth,and the trend of rising stage by stage.In the mechanism analysis,it is found that the local government had used more financial funds for productive expenditure,rather than administrative consumption.However,in the expansion of the productive expenditure,agriculture and infrastructure spending can have an effect on economic growth,agriculture expenditure effect is bigger,and the effects of education spending on economic growth did not show up.This shows that,promoting economic growth through agriculture is the main path of poverty alleviation to economic growth.
