North China's Fiscal Expenditure Countermeasures From The Economic Growth Perspective

This article from the view of the economic growth, using standard and empiricalmethods to have a further study about the content of the management about the fiscalexpenditure in north China, and the influences financial expenditure to economic growth,and based on the results, this paper puts forward specific measures.The main research idea is: analyze the theory and the current situation as thefoundation, give an interpretation of the relationship between the financial expenditureand economic growth; by empirical study, test the influences about the elements of fiscalexpenditure to economic growth; based on the theoretical analysis and empirical results,propose optimization financial expenditure management countermeasures. This paper'sstructure as followed:First, according to the research background, the domestic and foreign researchpresent situation about the structure and scale of fiscal expenditure, determine thedissertation content and research methods; the basic theory of financial expenditure andfinancial expenditure analysis principle is expounded, laid a theoretical foundation for thispaper of subsequent research.Second, through analysis the status of local per capita Gross Domestic Product, thesacle and structure of local government fiscal expenditure in north China, expounds thedifferences and issues of the structure and scale among the local financial expenditure, andthe link between the financial expenditure and economic growth, based on the aboveanalysis results combined with domestic academic research results, proposed the necessityon improvement of the scale and structure of financial expenditure.Again, do empirical research of fiscal expenditure structure from the perspective ofeconomic growth, which is an important part of the paper, this part contents Causalityanalysis and Multiple linear regressions. Test results of Causality analysis showed that thelocal fiscal expenditure is the Granger cause of local economic growth in north China,based on the results, this paper use the Multiple linear regression analysis the relationships between fiscal classification spending and economic growth. The results show that:economic constriction, administration and defense expenditures and economic growth arenegative correlated; agriculture, social security, culture-science-education and publichealth spending on the role of promoting economic growth. In order to enhance thestability of the conclusions, the author use the stepwise regression method analyze thelocal classification fiscal expenditure and local economic growth in north China, finally,concluded that the existence differences of local fiscal expenditure structure by comparingthe regression results, finally analyze the reasons for the differences.At last, according to the theory analysis and the conclusions of empirical studies,proposed some countermeasures that the size of local fiscal expenditure must becontrolled by the government, the structure of fiscal expenditure should be optimized, andthe expenditure management system should be improved.
