Innovation Research On Service Trade Supervision Mechanism Of Guangzhou Customs

As an important part of our foreign trade system,service trade is a significant foundation for promoting the development of foreign trade in our country and enhancing national competitiveness,with the good effect of promoting national economic development and optimization of economic structure.Since the third plenary session of the 18 th National Congress of the Communist Party of China,with the free trade zone establishment of Shanghai,Guangdong,Tianjin and Fujian,China is entering into the new era of service industry as the core of opening to the outside world from the past 36 years' manufacturing as the core.From China's international status in the development of the global services and services trade,China has been listed in the global trade in services,and the basic pattern of global service trade development is undergoing great changes.The developed countries are reshaping the international service trade rules,in order to promote a new round of global service trade liberalization.In the service trade liberalization,it will continue to impact the customs of the existing supervision system,and bring new thinking to the customs law enforcement personnel.However,a considerable gap exists in customs supervision ideas,systems and methods to trade liberalization.Previous systems and working way can not meet the request of current rapid development of service trade,and bring more supervision and law enforcement risks,deepening the reform of the customs supervision is a must.How to connect with service trade development of the new situation,new rules are becoming to be new topics of the customs and law enforcement officials must face.In this paper,we will mainly study the problem to the customs' supervision to the service trade,and the theoretical innovation of this paper is on the basis of the new public service theory,business process reengineering theory and related theory: the connotation of effective regulation should take into account of the customs' the strict regulations and the healthy development of service economy,at the same time of the customs strictly law enforcing and effectively oversight,effective service measures,business reform measures actively to realize trade facilitation and customs clearance facilitation should be took within the field of trade in services to promote the rapid development of service trade.According to this train of thought,this paper takes Guangzhou Customs as the research sample,and does systemic research on the content of customs supervision mechanism.From the customs law enforcement basis,operating guidelines,regulatory means,tax mechanism,etc.,the customs on trade in services in various fields to implement effective regulation measures and means.Based on the analysis of the existing situation and problems of the customs' supervision on trade in services,this paper aims to analyze the relations between customs supervision and service trade,to further strengthen and improve the supervision of service trade made of thinking,and put forward the constructive suggestions.Service trade is a new form of international economic,at present it is still in the stage of development,through the regulatory mechanism innovation,the customs shall strengthen service,increase the business process reengineering,solve the prominent contradictions between development of service trade and insufficient resources and means of customs supervision,to create a favorable policy environment,promote the healthy and rapid development,achieve the effective regulation of the customs and service support,this is what the paper research topic of practical significance and social significance.
