Study On Ecological Compensation Mechanism Based On Land Development Rights

For a long time,soil and water loss is a very serious problem in our country,especially in our northeast region,southwest region,and northwest loess plateau region,the loss problem became more broad and more seriously.And soil erosion problem has become a key to improve our environment,it's also associated with our people's livelihood and development of our social&economics closely.What's more,it became the decisive factor in the process of social transformation in China.Therefore,the focus of economic development in the new era is that starting the water and soil conservation work to protect water and soil resources actively in our country.Soil and water conservation work is a big task,it is a huge cost,long period,comprehensive and systematic project.And set up a appropriate ecological compensation mechanism is a important thing to promote the the work of soil and water conservation to sustained and carry on deeply,it is the key factor to incentive and constraint behavior of soil and water conservation either.And at the same time,the most important and difficult things in compensation mechanism is the selection and calculation of compensation standards.So this paper will based on the large of research about the ecological compensation mechanism of soil and water conservation at home and abroad,and combine the classification of soil and water loss in China,dividing the soil and water conservation ecological compensation into three types,they are Prevention and protection,Production and Construction,and Management.Then,the paper selected the preventive protection of these classes as the research scope,focused on the three methods of compensation standard's calculation: Cost Method,Ecological Value,and Contingent Valuation Method.Through the analysis of these calculation methods,the paper found some flaw existing in the opportunity cost of Cost Method.Therefor,this paper put forward a new perspective of land development rights,so that the land opportunity cost can be instead of the land value-added income in the process of farmland non-agriculturalization,and with more clear property rights,will make more reasonable distribution of interests,using this method can get a result,and this results can be seen as the lower limit of the compensation standard's scope,the higher limit of the compensation standard's scope can get from the Ecological Value in a certain area,and at the same time,we will also to consider the payment capacity of compensator,so that it can establish a reasonable compensation scope.In addition,this article also analyzed the other factors of compensation mechanism,such as the way of compensation,the compensation funding sources,the Legal system of compensation and so on,then this paper put forward some suggestions,hoping the establishment of this compensation mechanism model can provide some policy basis for local governments.
