Theoretical Analysis And Application On The Marine Fishery Economic Growth Pattern Of Hainan Province

Marine fishery is one of the important industries in our country.Marine fisheries discussed here include marine fishing and aquaculture sectors.The marine fisheries is very important to promote the economy of local fishery village and social development,ensure supply of aquatic products,increase the income of coastal fishermen and employment,and maintain the Chinese maritime rights.Hainan as the most southern coastal provinces,it is about 2 million square kilometers which contains abundant fisheries resources.In the 21 st century,the blue economy has become the focus of attention of the world.Our country in 2013,put forward the national strategic about development of the " the 21 st century maritime silk road".It makes Hainan province have a chance to face opportunity and challenge which in the development of Marine fishery economy.And due to the unique geography of the south China sea,development of Marine fishery is a show of national sovereignty and a means to maintain political relations with surrounding countries.As the global in the face of the problem,Hainan fishery economy also faced with many difficulties.Such as marine fishery development up to now,still pursuit pure economic from the resources,it is extensive growth mode,it has low economic efficiency,fishery resources and the environment transition,marine fishery public infrastructure are weak,even safety problem.And Hainan province not only considering the economic development but also deal with the South China Sea disputes.However,this study intends to focus on the study of Marine fishery economy,especially the Marine capture fisheries and aquaculture fisheries growth model.Discuss the environment resources,human resources,technology and organization resources influence on Hainan economic growth.The purpose of this study is through the research of Hainan Marine fisheries economic growth pattern and analysis the factors of influence on the economic growth,combined with the Hainan province actual situation which is faced with the resources and environment,institutional and technology in order to realize the economic sustainable development.Meanwhile,this study uses the method of measurement,using data from 1998 to 2015 years Chinese fishery statistical yearbook about Hainan Marine fishery,build Marine aquaculture and Marine fishing‘s production function.By empirical analysis and quantitative analysis that obtained the following results in marine fishery economic development of Hainan province.(1)marine capture fisheries rely on epitaxial growth obviously.It is in the current stage of development,affected by the recession of the Marine resources.Marine fishing industry development is insufficient,be badly in need of transformation and upgrading.(2)Marine fishery economic development of Hainan province is still the extensive economic growth.The number of fixed assets investment is less.(3)Marine fishery Labor elasticity coefficient is negative.It is already in diminishing returns of scale stage.So it should reduce the investment and improve the output.Some suggestions are put forward based on the research:(1)Because of the resources is used excessively that Mariculture opportunity cost is too high so put forward that first is utilization of fishery resources rationally and the second is optimization and adjustment of industrial structure.(2)Human resource policy should be controlled input in capture fisheries production and aquaculture fisheries production even increase investment in human capital.(3)Direct capital investment in capture fisheries production should be changed to the marine third industry and ocean fishery such as construct fishing port and distribution facilities.
