| Urban land,as the important material carrier of urban survival and development,should be properly utilized and managed during the urbanization process.China is characterized with intense population and insufficient land,which makes the land use efficiency become lower and the contradictions between the land supply and demand become more prominent.Finally,the urban land could not be rationally allocated and also could not exert the maximum economic and social effects.Facing this kind of situation,a strong back-up land reserve becomes extremely significant for the macro-control functions of the city.Taking Quanzhou City as an example,this paper describes the development context of urban land reserve system,and analyzes the outstanding problems in Quanzhou land reserve system based on incentive and restraint mechanism theory.Moreover,through studying other domestic urban land reserve system,we could conclude that building a government-led and market-oriented comprehensive system is the precondition and guarantee to properly handle land reservation.Therefore,from the perspective of incentive and constraint mechanism,it has great realistic significance to take the following systematic and comprehensive measures for improving Quanzhou land reserve system,which includes scientific defining the urban land nature unified purchase,ensuring the government dominant position;perfecting urban land income distribution system,mobilizing the enthusiasm of the land reserve object;innovating management mode of urban planning and construction,creating incentive conditions of land reserve;optimizing financing channels,innovating the incentive methods of land reserve;perfecting the system of laws and regulations of land reserve,constructing incentive environment of land reserve;perfecting the Supervision system of land reserve,building the constraint mechanism of land reserve subject;reasonably determining the land compensation standards,establishing constraint mechanism of land reserve object;establishing the system of land price monitoring and regulation of capital,perfecting the constraint method of land reserve;scientifically formulating land reserve plan,structuring the constraint condition of land reserve;promoting legal construction of land reserve,normalizing the constrained environment of land reserve. |
