| The Economic Development of Yangtze River Economic Zone is beneficial to promote the coordinated development of regional economy.With “Development Plan of Yangtze River Economic Belt”promulgated,the development of town cluster is getting faster and faster.As “Long tail city”,Cheng-Yu Town Cluster'economic growth was driven mainly by investment and production factors in the past.The radiation effect of the growth pole is not obvious,it is in the transition stage.The role of innovation in economic transformation is very important.Cheng-Yu Town Cluster will be built into the innovation drive pilot area of western region,which was put forward in “The development plan of Cheng-Yu Town Cluster 2016-2020”.The process of the economic development should adhere to the principle of innovation-driven,strengthen the driving force of innovation and try to construct regional innovation community.The economic development of Cheng-Yu Town Cluster is of great significance to promote the coordinated development of regional economy.Therefore,the improvement of innovation capacity is very urgent and important.The comprehensive and objective evaluation is the premise and key to improve the ability to innovation.The innovative subjects integrate innovative resources to form the innovative output,which is dynamic.It includes innovation strength and innovation potential.Innovative strength represents the foundation of innovation,and the innovation potential represents innovation growth rate and innovation growth space.“The development plan of Cheng-Yu Economic Zone 2016-2020” was promulgated in 2011,and “The development plan of Cheng-Yu Town Cluster 2016-2020”was promulgated in 2016.Therefore,this article is based on the data of 2011-2016 to evaluate the innovate ability,learning from “Growth Pole Theory” ?“New Economic Growth Theory” ?“Innovation Theory” and “Innovation System Theory”.According to the evaluation index that were constructed by China Science and Technology Development Strategy Research Group,this paper constructs the evaluation index.The index system includes : knowledge innovation ability,knowledge acquisition ability,enterprise innovation ability,innovation support ability and innovation comprehensive output.The indicators include knowledge innovation ability,knowledge acquisition ability,enterprise innovation ability,innovation support ability,innovation comprehensive output five subsystemsFirst of all,using entropy method to evaluate the overall innovation ability,and to compare the results of the evaluation of the innovation ability among the three urban agglomerations.Secondly,internal regional innovation capacity is evaluated.Then the results of the internal regional innovation evaluation are clustered.Research conclusions:(1)High innovation strength is not equal to the high potential of innovation.The innovation capacity of Cheng-Yu Town Cluster is rising,but the innovation strength is not high.It hasa higher innovation growth rate and greater innovation growth potential,although the Yangtze River Delta urban agglomeration innovation strength of the gap between Yangtze River Delta and Cheng-Yu urban agglomeration is growing,comparing with the middle reaches of the Yangtze River urban agglomerations' innovation capacity is opposite.Chengdu,with the highest strength of the innovative strength,but it has the lowest innovation potential,compared withNeijiang and Suining.(2)The enterprise innovation strength is the lowest among the three major urban agglomerations,but the knowledge innovation strength,the knowledge gain strength,the innovation support strength,and the innovation and comprehensive output strength are lower than the Yangtze River,in spite of the big difference.Compared with the middle reaches of Yangtze River city group,the gap is not obvious.The innovation potential of each subsystem is lower than the middle reaches of Yangtze River,ranked second.(3)Cheng-Yu Town Cluster has a preliminary basis for innovation,but the rise of space is huge.The knowledge innovation strength,knowledge acquisition strength,innovation support strength and innovation comprehensive output strength are lower thanYangtze River Delta City Group,in spite of the big gap.Enterprise innovation ability,innovation support ability and knowledge acquisition ability,they play the very important roles in the evaluation of innovation ability.(4)The members of the Cheng-Yu city group have the similar potential for innovation,and have the huge room for innovation and growth.According to the clustering results,23 cities are included in the 3or4 categories,such as,Neijiang City,Suining City,Jiangbei District,and so on.Their clustering center values are 1.22 and 1.23,and the gap is very small.Therefore the gap of the members is not obvious.Chengdu's strength of innovation is highest,and Neijiang's innovation strength is the biggest.The regions that are of high innovation strength and innovation potential is less,including Chengdu,Yubei and Mianyang.In addition to that,Suining,Neijiang Dadukou and Yongchuan region.They also have a higher potential of innovation.The gap among the area in Sichuan Province is larger than in Chongqing.According to the study conclusion,in order to improve the ability of innovation,some policy recommendations were put forward.For instance,related subjects should encourage the enterprise innovation activities of central area,strengthen the cultivation forinnovative staff in high innovation potential area,encourage innovation activities among regions,and improve the ability to support innovation comprehensively. |
