Research On The Coordinated Development Of County Economy Economy In Honghe Prefecture

County-level economy is the comprehensive and regional unit of national economy,and it is the key to balancing the development of urban and rural areas.As a unique Chinese regional economy,county-level economy is based on administrative structure and function where county site is the center,township is linkage between county site and mass rural areas,and rural areas hence becomes its hinterland.The rapid and sustainable development of county-level economy is an effective approach to addressing issues concerning agriculture,countryside and farmers,and to overcoming the barrier of rural-urban dual economy.It also plays an important roles in promoting industrialization and urbanization,in balancing urban and rural development and narrowing the disparity among different regions.In this sense,how to develop county-level economy in consistent with local conditions and to coordinate different industries has been one of the most important subjects for economic studies.Honghe Autonomous Prefecture of Yunnan Province is the economic link and frontier between China and Southeast Asia.The rapid and sustainable development of her county-level economy has been the driving force for economic and social development,as well as the cornerstone of national stability.This paper is based on the research of the county-level economy in Honghe Autonomous Prefecture.It analyzed industrial synergy of counties in the prefecture,its impact on county-level economy in which may promote the regional economic development in the Prefecture.The county-level economy in Honghe has experienced several phases characterized slow,stable,rapid and relatively slow development.The industrial structure has been changed accordingly.At the beginning of the reform and opening up policy,the industry structure is“secondary,primary and tertiary”,which means the secondary industry accounts to the most part,the primary industry to the second,and the tertiary to the least.With the decline of primary industry and rapid growth of the second and tertiary industries,the industrial structure turns to“secondary,tertiary and primary”.Taking a microcosmic view,it is clear that the resource characteristics and regional advantages of the counties in Honghe Autonomous Prefectures are quite different,which contributed very much to the dominant industry in the county-level economy.For example,the secondary industry accounts most in Kaiyuan and Gejiu Municipalities,while tourism,belonging to the tertiary industry,accounts most in Yuanyang and Hekou Counties.This paper applies the study method of Gray Relation Analysis on the industrial synergy in Honghe Autonomous Prefecture.The results show us that the secondary industry bears closer relation to economic development,comparing to the primary and tertiary industries.This coincides with the ingrained industrial structure “secondary,tertiary and primary” pattern lasing for a long time in Honghe Autonomous Prefecture.In recent years,the widening gap and the worsening industrial synergy in three industries have showed that the industrial structure is quite irrational,with too much account given to the secondary industry and a lack of driving force for the primary and tertiary industries.Based on the situation and analysis mentioned above,this paper gives the following suggestions.At the first place,Honghe Autonomous Prefecture should improve the ability to attract investment to motivate industrial synergy,especially to the primary and the tertiary;secondly,it should fasten the supply-side-driven structure reform,upgrade industrial structure to accelerate industrial synergy;thirdly,it should improve the pattern of industrial development to strengthen industrial synergy;fourthly,it should increase the account of industrial investment to optimize industrial synergy;fifthly and finally,it should develop the leading industry to make industrial synergy more efficient.
