Study On PPP Model Of Municipal Public Utility Construction In Nanchang

With Chinese economic development and social progress of urbanization speed up,people’s living standards improve,the level of social demand for public facilities and services continue to enhance,the government needs to increase infrastructure spending to meet the increasing demand.The traditional infrastructure is swept by the local government.At present,the fiscal revenue growth decreased,so that traditional infrastructure model implementation difficulties,local governments need to assume more debt pressures and more debt risks.At the same time,contrast with social resources,the government for infrastructure construction appears the problems of high cost,low efficiency,service level.Now,the priority is how to solve the contradiction,to choose an appropriate way for facilities investment and financing.Now,government usually leads into social resources to realize the use of resources to maximize the efficiency,to provide social welfare greatest efficiency.Government and social resources achieve common public products and services,maximizing the features and advantages is the model of Public-Private Partnership(PPP for short),through "public-private partnerships".Under the current situation,rationality using of social resources can increase governments at all levels source of funds of infrastructure construction,so that reduce the financial pressure directly and reduce the debt risk.At the same time,the use of social resources can raise capital utilization rate for infrastructure construction,provide public products and services with higher efficiency and promoting role transformation for governments at all levels administrative functions.So PPP model becomes one of the best choices for China’s infrastructure investment and financing.The current theoretical research for PPP model has been basically mature.Through the analysis of domestic and foreign theoretical knowledges,the research technique of PPP model combines theory with practice,by introducing a series of a battery of exampels or typical cases,with qualitative analysis and quantitative analysis.And from the nature of pattern,characteristics,functions,advantages,combine relevant cases,study the Nanchang municipal public facilities construction in detail.With the necessity analysis of PPP model,meaning and main existing problems,unite empirical analysis,this study absorbs the successful experience.Finally,combining with the actual situation of Nanchang municipal public,this study put forward the suggestion from three levels of of the proposed Nanchang municipal public facilities that the interests of stakeholders,functions,the main aspects of the implementation.
