Trade Facilitation Between China And Central Asian Countries

As the global economy and trade liberalization have improved significantly,the typical trade barriers represented by tariff have been hindering the interference and obstruction of international trade.As a new driving force to expand the scale of mutual trade,trade facilitation has become a hot topic among international organizations and countries,and has gradually been paid attention to.Trade facilitation can not only make the factors impeding the flow of cross-border barriers can be reduced,or even eliminated,but also the simplification of international trade procedures,reduce the transaction cost in the international trade activities,is by a large number of international organizations and the governments attention.As a big trading country in the world,the higher level of trade facilitation can promote the development of China’s trade economy.The scale of trade between China and Central Asian countries has been expanding.However,the problem of "inconvenient trade" as an invisible trade barrier restricts the rapid expansion of bilateral economic and trade relations between China and central Asia.The implementation and promotion of trade facilitation has become a crucial task in promoting economic and trade cooperation with the Silk Road Economic Zone,and is also one of the focuses of negotiations on the multilateral trading system in the world.Therefore,in the context of "The Belt and Road",it is necessary to measure the level of trade facilitation and the promotion of China and the Central Asian countries.It is not only an objective requirement to promote China’s opening to the west and the sustainable development of the economy,but also a necessary requirement for building a strategy of "The Belt and Road".In view of this,this paper makes a comprehensive,systematic qualitative analysis and quantitative research on the trade facilitation between China and Central Asian countries,and finally discusses the specific measures to promote trade facilitation.The establishment of an efficient trade facilitation system has become an important part of multilateral,regional and bilateral economic and trade cooperation.Firstly,this paper reviews the relevant research results,through the concept of trade facilitation combing,a deeper understanding of the meaning of trade facilitation,with the relevant theoretical basis as the supporting point,looking for trade facilitation is conducive to China and Central Asian countries trade development theory support.Secondly,we construct the index system of trade facilitation with data science and availability,and estimate the comprehensive level and evolution path of trade facilitation between China and Central Asia in 2011-2016.Then,with the help of bilateral trade gravity model regression method,the use of 2011-2016 China and Xinjiang 20 import and export trade partners panel data,joined the port efficiency,customs environment,the rules of the environment and financial and e-commerce four trade facilitation indicators,analysis of different measures to facilitate China and Central Asian countries import and export trade.Finally,based on the results of theoretical research and empirical research,this paper summarizes the conclusions and discusses its policy implications.The results show that the economic scale of a country,GDP,and whether the trade is signed and the free trade agreement has a significant positive impact on the import and export;trade facilitation has a positive effect on the import and export,especially the promotion of a country’s port efficiency and regulatory environment will be conducive to the increase in exports,while the regulatory level of environmental protection will also increase the import volume;geographical distance is the obstacle to bilateral trade and if there is no distance between the two sides of trade,it will promote bilateral trade volume.Finally,based on the conclusion of empirical research,the weakness of the trade facilitation between China and the Central Asian countries is discussed,and put forward specific countermeasures and suggestions to speed up the pace of trade facilitation construction,promote regional trade facilitation development process and integrate into the global trade facilitation development tide four aspects of specific countermeasures and suggestions.
