Political Ties,Resource Action And Independent Innovation

China's automobile enterprises have different level of independent innovation.On one hand,"exchanging market with technology" makes motor enterprises,such as Faw and Saic,depend on the foreign advanced technology and the independent innovation capability develop slowly.On the other hand,others like Geely and Chery who do not have joint ventures with foreign companies,achieve independent innovation capability.Improving independent innovation capability is the core development strategy of our country,existing research mainly focus on how government influence on independent innovation.Based on the existing research and the present situation of automobile enterprises' independent innovation,this paper uses a new view,political ties to study the impact mechanism on independent innovation.After reviewing the literature of political ties,resource action and independent innovation,we found a theoretical framework of "political ties – resource action-independent innovation".With a comparison case study on two latecomer enterprises of technological catching up——FAW and GEELY,we found that,first,Political ties can be divided into "Integrated Political Ties" and "Normal Political Ties".Second,"Integrated Political Ties" have influence on "Resource Action",and thus affect the results of "Independent Innovation"."Normal Political Ties" have no obvious influence on "Resource Action" and "Independent Innovation".Third,firms with "Integrated Political Ties" have "Dependent-locking Resource Action",and perform packaged structuring,closed bundling and applicability leveraging.Firms without "Integrated Political Ties" have "Open-independent Resource Action",and perform unpackaged structuring,open bundling and initiative leveraging.Through literature review and case study,this paper settles the problem of how political ties affect independent innovation and the problem of the highly inconsistent of existing research from the perspective of microscopic mechanism,fills the shortage of case study on the relationship between political ties and independent innovation.Meanwhile,it provides guidance and reference for enterprises to use political ties and avoid technology locking.
