In recent years,the overall Chinese economic slowdown and the real economy also became dispirited.Faced with this dilemma,domestic companies,especially large group enterprises should overcome the current market situation through means of effective management and methods to improve enterprise management level.Comprehensive budget management in China's theoretical and practical circles through long-term continuous development and practice,and gradually realized from the traditional financial budget management to a comprehensive budget management changes,now it is being more and more group enterprise applications.However,In the process of implementing a comprehensive budget management,especially in the initial pilot phase,because the stiffness of the budget management theory and the lack of enterprise management experience,often make enterprises feel powerless in the implementation,cannot get the desired management effect.Based on this background,this paper takes the HR Group as the research object,describes its problems in the early implementation of the overall budget management,and analyzes and extends the research to explore how the domestic enterprises can implement the comprehensive budget management better and more effectively.HR Group Company Limited has been a leading enterprise in nonferrous metals sector.In recent years,it has been affected by foreign markets and the overall economic environment of the country,the market went down all the way,its sales performance decreased three years in a row and the total profit became negative,leading the group to face life and death.In the case of internal and external hardship,besides waiting for market recovery and rebound of nonferrous price,HR group expects to survive the cold winter of the non-ferrous metals industry by strengthening internal management tools,control and reduce costs.Through discussion,HR Group decided to set up a group level budget management committee and conduct comprehensive budget management in the group.First,this paper states the background of the comprehensive budget management and the development of budget management in both domestic and foreign countries.And then,analyze the development history of this theory domestic and foreign,describes the comprehensive budget management related concepts.Based on this,using the HR group comprehensive budget management as a case,through tracking and researching the comprehensive budget management that the human resources group has implemented for the first time,thoroughly investigate the effect of the preliminary implementation of its comprehensive budget management,focus on the problems encountered in the process of preliminary budget management and the thinking of the implementation of the overall budget management of domestic enterprises,put forward detailed proposals on how to better implement comprehensive budgetary management,It is hoped that the comprehensive budgetary management of other enterprises will be the reference effect of the tendency to avoid harm.
