Research On The Administrative Countermeasures Of Improving The Implementation Efficiency Of Government Investment And Construction Projects

Government investment and construction projects,as fixed assets constructed by the government through the financial capital investment,generally are concentrated in the municipal roads,public schools and hospitals,mass public places and other areas closely related to people living,with great significance for regional economic and social development as well as people's livelihood and welfare improvementThe implementation of government investment and construction projects are not only a project management issue,but also an important performance of government functions.At present,China implements the five-in – one overall economic and social reform,so there are many shortcomings to be solved in investment management level,management quality,management mode and for implementation efficiency the implementation of government investment and construction projects.From the establishment in August 2007 to now,the overall efficiency of government investment and construction projects of Shenzhen M New District is not high with poor implementation efficiency,which has delayed the rapid development of regional economic and social development strategy to a certain extent and further affected the implementation of people's livelihood welfare.With M New District government,Shenzhen investment and construction projects as a research case,the paper carries out research and analysis on how to enhance the implementation efficiency of government investment and construction projects.Based on theories of administrative approval process reengineering and administrative efficiency improvement,this paper establishes an analytical dimension of the efficiency improvement of government investment and construction project implementation,including four administrative factors-administrative subject,administrative process,administrative cooperation and administrative supervision.The paper uses four conceptual elements to construct the research and analysis dimension of the implementation efficiency improvement of the government investment and construction projects of Shenzhen M New District.Based on the above four dimensions,a more in-depth study is carried out on problems and main reasons for the implementation of the government investment and construction projects of Shenzhen M New District.Also,countermeasures and suggestions are proposed for the implementation efficiency improvement,which provides reference for policies and decisions of the improvement of government investment and construction project management in Shenzhen M New District.The literature research method and the case study method are mainly used in the paper.
