A Comparative Study On The Promotion Of Science And Technology Innovation In Parks

In the era of knowledge economy,science and technology innovation has become a new economic growth point,the focus of competition from the land,labor and capital and other traditional factors of production,to the new elements of production,such as talent,technology and information.The high tech park as the innovative elements and resources of science and technology,key carrier platform effective combination of talent,technology and space,get the attention of the world,therefore,through the development and implementation of science and Technology Innovation Park policy to adjust the speed,direction and scale of technological innovation is more and more used by governments.The construction of the science and technology innovation policy system in the park is affected by many factors.Therefore,the construction of the policy system of t he high-tech zones in the region is both common and different.The construction of high-tech park in China began in 1980 s,after nearly forty years of development booming,China has accumulated many useful experience in the construction of the park,the development of high-tech industrial park is also a strong impetus to the development of regional economy.But the development of the vast majority of high-tech park,ecological system does not seem to form Silicon Valley as a good atmosphere for innovation,"defects" C hina type still exist,a concrete manifestation of the lack of investment,based on the study of science and technology output and low efficiency of resource allocation is not reasonable,lack of Science Park planning.The construction of C hina's high-tech park,which is a government led model,needs to play an active role in promoting scientific and technological innovation.Therefore,both the academic circles and the government put forward the idea of strengthening the construction of the scie nce and technology innovation policy system in the park.The innovation of science and technology policy on Park scholars in C hina had launched many research,scholars pay more attention to science and Technology Innovation Park,the role of policy,but less specific areas based on the policy of the policy environment,the lack of pertinence.Secondly,the research method is relatively simple,the government driven the success of scientific and technological innovation,many of the cases,but there are few scholars in the field of comparative analysis of the case of science and technology innovation policy in the park.In this paper,on the basis of existing research results,based on the theory of science and technology innovation,the theory of high-tech industry cluster and the theory of policy tools,through the innovation science and technology of two Beijing high tech park,Zhongguancun and Shenzhen high tech Zone to promote the policy of the sort,from the three dimensions of policy resources,policy instruments and services to expand the comparative analysis framework.O n the basis of multi-dimensional statistical analysis,this paper analyzes the similarities,differences and deficiencies of the two science and technology innovation policies in the allocation of resources,tools and services.In order to draw lessons from the beneficial experience of the differences and commonness,and put forward some policy suggestions to solve the problems existing in the commonness and differences.
