The Study Of Perfecting Economic Responsibility Audit Of Leading Cadres In Public Security Frontier Forces

Xi Jin ping,the general secretary in china,on strengthening the governing party,strictly,power cage into the system and a series of important instructions spirit since the eighteenth congress,highlighting the importance of supervision over leading cadres.Leading cadres economic responsibility audit can strengthen the supervision and management of party and government leading cadres,to prevent corruption from its source,and promote the leading cadre honest self-discipline,the efficency of the party's style of the cultivation of probity government.In 1998,the public security border forces to set up the auditing department,actively carry out the leading cadre economic responsibility audit,and obtained certain result.But with the development of society and economy,the public security border forces economic responsibility audit of leading cadres also face some new problems and new situations,such as the audit evaluation system is not perfect,the audit information construction lags behind,and so on,such aspects restricts the development of leading cadres economic responsibility audit.This paper takes the perspective of theory and practice,adopting normative research method,using the theory of leading cadres economic responsibility audit,and the public security border forces.This paper analyzes the leading cadres economic responsibility audit.The full text is divided into five parts.The first part is introduction,mainly introduced the research purpose and meaning,domestic experts and scholars in the leading cadre economic responsibility audit present situation,the evaluation index system and the audit results using the research results.The second part is theoretical basis.Mainly introduces the characteristics of public security border forces and work tasks,the meaning of economic responsibility audit of leading cadres term,in this paper,by using theory of public entrusted economic responsibility and the national audit.The third part is the analysis of the situation,mainly introduced the public security border forces leading cadres economic responsibility audit contents,audit characteristics,the development principle,the basic procedure and method of auditing and use case of auditing situation are analyzed.The fourth part studies the mainly problems from the audit system,the audit information utilization,evaluation and audit results using the four main aspects of the defects in the audit.The fifth part countermeasure research,combining the army auditing system reform and the national audit development direction,put forward from the change of audit system,strengthen the audit information,perfecting the evaluation index system of audit,and the results of audit from four aspects that can be used to strengthen the construction of public security border forces audit.
