Research On The Economic Responsibility Audit Of Q-Town Leading Cadres In W District

The township government is directly facing the most grassroots people living in the government,which has the responsibility to help the majority of farmers get rid of poverty and the maintenance of rural stability.Scientific and reasonable to carry out the economic responsibility of township leaders audit,and the audit results applied to practice,will help the personnel department to rationally evaluate and select cadres to protect public property safety,punish and prevent leading cadres of corruption,which also will help the country to complete the policy of poverty alleviation and other successful completion of economic responsibility audit theory and practice of further development.The author has been involved in a series of W District Q town leading cadres economic responsibility audit project,and through the relevant theoretical study,accumulated a lot of theoretical knowledge and practical experience in this area,also found in the process of similar audits problem.Why audit the traditional content of the solidification,can not adapt to the new policy changes? Why audit evaluation to grasp the difficulties? Why is the audit method lag? Why is the audit procedure not standardized? Why the audit results are not sufficient? These problems are universal,how to solve such problems in the audit is the power source of this writing.The research theme of this paper is to improve the economic responsibility audit of township leading cadres.The research methods mainly include literature research method,case analysis method and comparative analysis method,mainly using principal-agent theory,state governance theory,humanistic management theory and government performance theory analysis of its emergence and development history.This paper analyzes the connotation of economic responsibility audit,the evaluation of auditing and the application of normative use,analyzes the problems and solutions in the related auditing,explores the problems and causes of the economic responsibility auditing practice of township leading cadres,and puts forward some reasonable suggestions.This paper points out that the main problems in the economic responsibility audit of Q town are as follows: the legal level of economic responsibility audit is low,the coordination mechanism of each department is missing,the audit task is heavy and the audit resources are limited.And put forward a reasonable and perfect proposal: enrich the contents of the audit,the grassroots poverty alleviation effect into which as an important component;establish a reasonable performance management system and evaluation index system;build a high level,high-quality personnel;improve the economic responsibility audit procedures,Methods and the use of its reports and other measures.
