The concept and definition of urban management are broad and narrow,and the generalized urban management contains all aspects of urban life and is an extremely complex systematic project.The urban management in the narrow sense is mainly based on the government functions,and is based on the management of specific public areas such as city sanitation,municipal facilities,public space and environmental order.This paper is mainly on the performance evaluation of urban management in the narrow sense,based on the implementation of the six years of urban management in Guangzhou to enhance the evaluation of the work to "Guangzhou City Management Comprehensive evaluation program" set by the evaluation system as the basis,The use of performance appraisal means,the Sui urban management departments and related departments of the organizational behavior,functional division of labor,work effectiveness,public satisfaction and other aspects of assessment and evaluation,and emphasizes the application of assessment results and feedback,to strengthen the further improvement of urban management Of the positive guide,and constantly looking for the discovery,amendments to solve the problems and contradictions in urban management.In order to further improve the scientific and applicability of the performance evaluation of Guangzhou city management,this article follows what is the reason why,how to do the logical thinking,the principle of using the balanced scorecard,around the four basic elements of the Balanced Scorecard: Financial management(evaluation of funds),internal business process(evaluation of the organization and implementation),learning and growth(evaluation of staff development),customers(people satisfaction)and other four aspects of in-depth analysis,combined with the theory of urban governance to explore the establishment of And the development of Guangzhou to adapt to the management of urban management performance system to promote the improvement of urban management and service quality.Chapter 1 introduces the background and significance of the topic selection,and puts forward the research ideas and methods for the performance evaluation of urban management.Chapter 2 summarizes the status quo of the current urban management performance evaluation in Guangzhou,including the formation and development of the assessment system,the change of ranking,and the objective problems in the performance appraisal work.In the third chapter,we analyze the objective problems summarized in the previous chapter,analyze the theory of urban governance and the principle of PDCA,and try to analyze the causes of the problems through the phenomena.In the fourth chapter,according to the reasons and the reasons of the analysis,we try to construct the urban management performance appraisal model based on the Balanced Scorecard,and put forward the perfect measures to improve the Guangzhou city management performance appraisal system and work Assessment methods continue to improve the new situation under the Guangzhou city management work effectiveness,the city management level to enhance an important step.
