As the market competition intensifies,the survival environment of enterprises is becoming increasingly complex.To achieve strategic objectives and long-term growth,companies must apply scientific management system and improve organizational performance.Therefore,companies need to establish and implement an effective performance management system to ensure effective operation of internal management mechanism and to realize management objectives.Currently,to solve the problems of overdependence on resources investment,limited use of current resources,and lack of motivation for internal development,China Telecom is actively promoting marketization within organization and implementing the policy of minify the accounting unit.With the policy,the company starts from the most basic unit,audit its input and output,and redistribute resources based on performance.Basically,each unit is converted into independent business entities,so that internal motivation and creativity are maximized.This policy fully motivates employees and managers to be active and creative,which then will lead to increased efficiency and enhanced performance.Z company of Jiangsu Comservice must reform its current performance management system based on the guidelines of China Telecom's Unitization policy because performance management is the key to human resources management and of great importance to the company.In this paper,the author makes use of the theory and method of MBA curriculum,combined with the work of the thesis.This paper firstly introduces the background and purpose of this study,present research ideas and methods,and reviews past literature about performance management theories;secondly,analyze the general situation of Jiangsu Comservice company Z and provide a detailed analysis of its industry background;By running a diagnosis of the company's performance management system,uncover the problems,and find the causes with in-depth analysis.Then based on the theory of minify the accounting unit and using the key performance index design method,this paper introduces a new performance management system,including KPI measurement from both company level and unit.The new measurement is a comprehensive system,consisting of KPI planning,implementation and counseling,performance evaluation,feedback and discussion,results and applications,and other aspects.The company will breakdown strategic objectives and assign to each individual,so that personal KPI is linked to company performance.With that,it will improve employee and company performance,and hence increase company competitiveness.Finally,the prospect of the implementation of the new performance management system,will have a positive impact on performance management in Z company of Jiangsu Comservice.
