Research On The Path Of Urban Precise Poverty Alleviation In Guangdong

In Guangdong Province,there are different degrees of urban poverty in the Pearl River Delta Urban Agglomeration and non Pearl River Delta region.At the same time,it is of great practical significance to study the problem of urban poverty and poverty alleviation.In this paper,based on the theory of structure and the idea of poverty alleviation,the paper studies the problem of urban poverty in Guangdong province.This paper adopts empirical method of qualitative and quantitative research,research at home and abroad city poverty,accurate poverty,poverty mechanism analysis city;Guangdong province city poverty status combing,the achievements and the existing problems and causes;and on this basis,the construction of Guangdong province city poverty alleviation precise implementation path.The study found that,since the reform and opening up the problem of poverty in Guangdong province city and country city poor overall situation,in 1982 the city of Guangdong province poverty rate less than 1% of the total number of city residents,after the city poverty group with the scale of social reform is increasing,structure of city poverty group is becoming more and more complicated,city morphology changed from poverty the traditional city of poverty(in "three persons")to the new city of poverty(Marginal Poverty,city poverty population flow etc.)transformation,Guangdong province is also facing a severe situation of city poverty.The reason of the emergence and persistence of urban poverty is not a single one,but the interaction of social structure and individual action.More than and 20 years,Guangdong province has developed the city poverty population relates to the minimum life security,medical assistance,education assistance,employment assistance,housing assistance and a series of City Poverty Alleviation Policies and measures,and achieved certain effectiveness of poverty alleviation.However,due to the lack of the concept of urban poverty alleviation,social attention is not enough and other reasons,the urban poverty alleviation is also faced with a series of problems,such as poverty identification is not accurate enough,poverty alleviation measures are not effective,and so on.The implementation path of urban poverty alleviation in Guangdong should be constructed from the following aspects.One is the precise identification,strengthen the understanding of poverty connotation,identification standard,identify the scope and principle,identification method and program;two is helping to assist the classification,linkage,linkage cooperation,participation empowerment principle,helping the optimization program,according to local conditions,the person for helping measures;the three is a system of management,from the poor the classification management,the full range of management responsibilities poverty,poverty alleviation information dynamic management,the system of poverty alleviation resources management,safeguard mechanism to build city poverty;four is the supervision and evaluation,and gradually improve the appraisal system and supervision mechanism,as accurate poverty alleviation incentives.
