Technology innovation can be said that technological innovation decides the survival and development of enterprises on the micro side,in the macro level,relates to the overall efficiency of national economy and its sustainable development power.China to achieve "two plans in one hundred",realize the Chinese dream that Chinese nation has great rejuvenation,certainly will require sustained,stable economic growth as the foundation.This paper is around innovative environment of the society under the call of "public entrepreneurship,peoples innovation",analyze China's technological innovation behavior and the dynamic relationship between economic growth in the empirical way.It's of great significance to promote the further development of the "double innovation" policy.Based on the above points,this article makes literal review with domestic and foreign scholars research on relationship between technological innovation and economic growth to combine with the related theory and method,adopt the method of factor analysis on China's 30 provinces and cities in 2000-2014 to measure the ability of technology innovation,found that the technology innovation ability can be described in the technology innovation competitiveness and technological innovation diffusion ability these two aspects,they have a positive effect on technology innovation comprehensive ability,from the time level since 2000 30 provinces and autonomous regions of the country's technological innovation ability has been rising steadily,but from the regional level,there is a huge difference in technological innovation ability between various provinces,cities and autonomous regions,the worse the farther inland west,and technology innovation capability of composite scores suddenly rise sharply in Jiangsu province since 2008.In the study of the dynamic relationship between technology innovation and economic growth,considering the inertia of economic growth and technological innovation behavior of hysteresis,introduce the independent variable and dependent variable lags in the model,and use two common factor that technology innovation competitiveness and spread of technological innovation reflect the ability of technology innovation,and adopt the method of moment estimation system for China's 30 provinces and cities in 2000-2014 to establish the relationship between technological innovation and economic growth of the mobile autoregressive distributed lag model parameter estimation,estimate the dynamic change process of technological innovation and economic growth in China.Concluded that:(1)The process of economic growth in China have great inertia,the current economic development is affected by the economic development of the previous period,every one unit increase in previous period affected current economic growth rate increased by 0.6605.(2)The technology innovation competitiveness level factor and technological innovation diffusion factor not only has significant effects on economic growth in this period but also has first order lag positive effect on economic growth.(3)Capital and labor input have significant effects on economic growth,but the capital investment on economic growth is far higher than that of labor input.According to the above conclusion,to better carry out the policy of "double innovation" this article suggested that:(1)China should encourage different region to establish incubator that is suitable for regional development.(2)Strengthen the value property rights on the basis of constantly improve and perfect the intellectual property system.(3)Optimize the capital market,enrich innovation of financing mode,realize the combination of technology innovation and financial.(4)Based on "Internet +",leverage big data technology,stimulate technological innovation market dynamics,to speed up technological innovation behavior into productivity.(5)Build innovation platform to control the larger uncertainty of the economic growth because of the long cycle of technical innovation behavior.
