In order to occupy a favorable position in international trade and avoid falling into the comparative advantage trap,developed countries and developing countries are committed to technology upgrading of export products.As the driving force of economic growth changes from physical capital to human capital,it is quite meaningful to discuss the impact of different forms of human capital on technology upgrading of export products in the different economic development level countries.This paper discusses the impact mechanism that human capital imposes on technology upgrading of export products,and measures its influential effect with the 42countries' panel data from 2000 to 2015.Theoretical analysis shows human capital will improve technology upgrading of export products by promoting domestic industrial upgrading according to the perspective of domestic economic growth mode transformation;From the perspective of international trade division of labor status evolution,human capital has an effect on technology upgrading of export products by leading to a reversal of comparative advantage.Actual data shows the relationship of human capital and technology upgrading of export products conforms to the new growth theory that is the assumption of increasing marginal product of human capital.With the increase of human capital investment,the effect of human capital technology upgrading on technology upgrading of export products is more and more obvious.There also exists different impact of human capital on technology upgrading of export products in the different economic development level countries,the role of human capital is more obvious in countries with middle and high above income level;the role of human capital has not fully revealed in countries with low and middle income.The empirical result shows that there is differentiation influence about the different forms of human capital on technology upgrading of export products in the different economic development level countries.The effect that higher education enrollment rate imposes on technology upgrading of export products is more significant in high income countries,the impact that secondary education enrollment rate affects technology upgrading of export product ismore apparent in low income countries,the improvement of the average years of education plays the most prominent role in technology upgrading of export products in middle and high income level countries.In addition,the marginal effect of R&D on technology upgrading of export products can be strengthen by improving the level of human capital.Thereby,this paper puts forward the following suggestions: carrying out the differentiate human capital policies,converting factor endowment structure;bringing in talent,taking advantage of backwardness to improve technology content of export products;Increasing R&D investment,Making full use of the interaction of the R&D and human;Creating a good environment in order to promote the human capital and product technology content.Framework in this paper is as follows: the first part is the introduction,the second part is literature review,the third part is the measurement of human capital and technology upgrading of export products,the fourth part is the impact mechanism of human capital on technology upgrading of export products,the fifth part is the empirical analysis,the sixth part is conclusion and policy suggestions.
