A Study On Problems Of The Inviting Investment Policy Of Panjin City

As a well-known typical resource-based city,the economic development of Panjin is under restrictions which subjects to the constraints of resources.In order to solve the problem of insufficient investment in industry,Panjin Government has adopted a series of preferential policies to attract foreign investments,which has effectively promoted economic construction and urban development.However,due to the experience,the concept,the mechanism,it is inevitable that there are some problems occur,even have resulted in the decrease of Investment efficiency,and project quality and policy benefits are not satisfactory.In the circumstance of China's economic has developed into a new normal state,meanwhile,the fiscal and taxation policies have been further regulated to be more standard.It is an important subject to be considered that there is necessary to examine and improve the original investment policy,formulate scientific and reasonable investment strategy,which all will play role in making better use of foreign investment and improving the comprehensive benefit.This paper has chosen Panjin government investment policy as the research object,on the basis of research results of scholars form domestic and abroad achievements,rely on using the theories and methods of public scientific and standardized management of science,public economics,and investment policy benefits in Panjin city have been analyzed.The paper is divided into five parts:The first part,the relevant theoretical works and journal literature papers have been collected,which are used to analysis and arrangement the latest research results.Forming a whole understanding of the function and orientation of the government in attracting foreign investment,as well as the influence of the investment policy on the economic and social development,in order to understand the progress of the previous study on the investment policy.The second part,with the purpose of discovering theoretical basis of the policies for inviting investment,which including the research of market failure,government failure,government regulation and other related theoretical basis.The third part,there is a brief description of the policy of attracting foreign investment in Panjin,mainly includes and the core contents,development history and achievements of the investment promotion policy in Panjin.Depends on the previous analysis,and point out thatthe current policy is facing the challenge of the decline in investment efficiency,the environmental protection pressures and the need for a unified national.The fourth part,a questionnaire survey focus on the front-line staff has been surveyed,which is aimed at the policy of attracting foreign investment in Panjin.According to the results of the investigation,some problems are obtained that lack of feasibility study before the introduction of the project,the introduction of the risk prevention mechanism,lack of industrial upgrading,industrial agglomeration guidance mechanism,and lack of implementation standards of discretion.Then the further analysis of the causes of the problem,pointing out that the root causes of the problem,mainly due to the existing shortcomings of institutional mechanisms,organizational management and the implementation.The fifth part,put forward the guiding principles to study the investment policy benefits to follow.Based on the analysis of policy issues and causes in the previous chapters,Comparison of domestic and foreign typical countries and regions of the investment policy experience.This paper puts forward some suggestions for local government reference on how to improve the policy of attracting foreign investment in Panjin from the aspects of the standardization and standardization of policy,the mechanism of policy management and the mechanism of policy operation.
