Aanlysis On The Influence Of Xinjiang's Local Fiscal Expenditure To Economic Growth And Regional Differrnce

At present,under the economic's downward pressure,if the economic growth momentum does not change,then some important economic and strategic development plan for China including Xinjiang,will be blocked.Many scholars point out that the only way for China to carry out economic growth is to improve the economic efficiency.The fiscal expenditure has been one of the important means of government macroeconomic regulation,such as economic growth and fiscal expenditure are bound together in a common cause of economic growth can be improved and the "quality" of economic efficiency,whether can have certain effect on the economic growth of Xinjiang power transformation?Firstly,by using panel vector autoregression model of dynamic effect of Xinjiang local fiscal expenditure on economic efficiency and economic growth from the qualitative aspect to study Xinjiang local fiscal expenditure can have certain effect on the economic growth of Xinjiang power conversion;for Xinjiang and all over the vast territory and abundant resources of economic development level is not the same,so on based on the study of Xinjiang as a whole through regional division to establish a panel vector of the five economic zones in Xinjiang to study their regional differences on the impact of economic growth of Xinjiang Economic Zone Five fiscal expenditure autoregressive model.The empirical results show that: Xinjiang local fiscal expenditure has a significant positive impact on the economic efficiency,but the role of local fiscal expenditure in Xinjiang's long-term economic efficiency is not significant.Because of the economic development strength,economic characteristics and geographical location of the five major economic zones in Xinjiang is different,the local fiscal expenditure on the regional economic efficiency and the dynamic impact of the surrounding economic efficiency is not the same.First of all,the short-term impact of local fiscal expenditure on economic efficiency and economic efficiency is positive.The maximum efficiency of each regional economic area is the area east of local fiscal expenditure in response to a unit impulse response,the smallest area is the area of the northern slope of Tianshan Mountains;In Eastern region of Xinjiang,northeast region of Sounthern Xinjiang and northewest region of Northern Xinjiang,the effect of local fiscal expenditure on economic efficiency is relatively larger.The area surrounding the economic efficiency in response to the local fiscal expenditure of a unit area is the biggest impact in the northeast region of Sounthern Xinjiang,the southern region of Southwest area have the minimum response.In Eastern region of Xinjiang,northeast region of Sounthern Xinjiang and northewest region of Northern Xinjiang,the effect of local fiscal expenditure on surrounding the economic efficiency is relatively larger.The research results show that for Xinjiang as a whole,the local fiscal expenditure on economic efficiency influence is positive,but with little effect on the economic growth of Xinjiang,namely power conversion plays a minor role;for the five economic areas in Xinjiang,the local fiscal expenditure on economic efficiency and economic efficiency of the region surrounding changes greatly is Eastern region of Xinjiang,northeast region of Sounthern Xinjiang and northewest region of Northern Xinjiang.It shows that the local fiscal expenditure in these three regions can play a role in the economic growth;and for the area north of the Tianshan Mountains and the southwest region of Sounthern Xinjiang,can have little effect on the local expenditures of the two regional economic growth power conversion.
