The Study On Evaluation Of Overall Land Use Planning

As valuable natural resources,land plays a very important role in the economic development of region and country.At the same time,land is extensively and frequently involved in the evolution of ecosystems and is an essential,but weakest component of ecosystems.Therefore,formulating the Overall Land Use Planning(OLUP)becomes particularly important for the healthy and orderly development of society,economy,ecology and environment.However,in the areas in which social and economic development is rapidly going on,and with fast industrialization and urbanization,the implementation of last OLUP have ever faced several challenges including the lack of space,unreasonable distribution and guideline change,etc.The adjustment and modification of last OLUP is necessary.The evaluation to the OLUP implementation has become an important topic in the formulation of the new OLUP.On one hand,the evaluation results would helped to understand the effect of the implementation of old OLUP,provide a scientific basis for its adjustment and revision,strengthen its management and improve its scientificalness and operability.On the other hand,the evaluation results will enrich and improve the theory and methodological framework of OLUP.Base on the land management theory,land economics theory and human-land interaction theory,this study selected Yunfu city of Guangdong Province,a city neighboring the fast developing areas and undergoing a rapid urbanization development stage,as a case study.The city is a typical area that next to the developed areas,and it is undergoing a rapid urbanization development stage.Combined with the actual conditions of the study area and the main controlling indicators used in the last GLUP,this study built an evaluation system which is basedon the degree of the last OLUP implementation and the intensity,efficiency and economizing of land use.In the evaluation system,a multi-criterion comprehensive evaluation method was used to assess the implementation of last OLUP for Yunfu city.Combined with development objectives of this city,we analyzed the need of the future land use and possible changes and spatial layout of land use and land cover types and conducted a practical analysis of the OLUP amendment for Yunfu city based on the adjustments of construction land,arable land and farmland,and coordination between two plans.The results showed that the evaluation system developed in this study objectively revealed the implementation of the last OLUP of Yunfu city.Through the implementation of the OLUP,the balance of arable land was achieved in this area,especially the basic farmland was strictly protected,the intensity of construction land use in the city was increased,the construction land of the city and its suburban area was reclaimed for agricultural use,the area of construction land was controlled within the target of the OLUP,and the ecology and environment of the study area were better maintained.In the practical amendment of the OLUP of Yunfu city,the total area of arable land and basic farmland was maintained not less than the planned area.By the adjustment,the construction land area provided could meet the requirements of construction development for the core area of Yunfu and its counties and districts.Therefore,this study led to following conclusion: the revision of the existing OLUP for Yunfu and its counties(Yuncheng district,Yunan County,Luoding city,Xinxing County and Yunan County)is practical to meet the demand for the expansion of the cities located in the Eastern,northern and western Guangdong.
