Research On The Self-development Ability Of The Poor In The Revolutionary Old Areas Under The Strategy Of Precision Poverty Alleviation

The precision shake-off poverty strategy is an important strategic task of the period of " 13 th five-year " period,and it is the premise requirement of build a well-off society in an all-round way.The old revolutionary base made great contributions and sacrifices to the Chinese liberation.In recent years,the old revolutionary base developed rapidly,but the problem of poverty is very serious,and it has become the main battlefield of shake-off poverty.Therefore,whether the old revolutionary base can get out of poverty has become the key to win this war.The main body of the precision shake-off poverty is the poverty population.The self-development ability of the poor people is the core driving force to shake-off poverty.Therefore,the most effective way to achieve shake-off poverty for old revolutionary base is to cultivate and improve the self-development capacity of poor people.This paper first analyzes the theoretical basis of the precision shake-off poverty strategy and the self-development capacity,and defines the connotation of the precision shake-off poverty and self-development capacity,and analyzes the relationship between them are dialectical interaction relations.Secondly,this paper analyzes the economic development and poverty situation of the old revolutionary base areas,and puts forward that the old revolutionary base is the main battlefield of the national precision shake-off poverty,and the most effective way to change this situation is to enhance the self-development capacity of the poor people,to enhance the economic endogenous power.Third,this paper based on the empirical research of Bazhong county of Sichuan province,summarizing the status of self-development capacity of poor population in the old revolutionary base,and analyzes the reasons of the weak capacity of poor people,then puts forward thecountermeasures and suggestions to cultivate and improve the self-development capacity of the poor people in the old revolutionary areas of China.
