The Strategic Transformation Of China ’s Socialist Economic Democracy Development And Its Current Countermeasures

Economic democracy is a nature content in socialist democracy and it is the goal of socialist economic construction.At present,our country is overcoming difficulties in the reform deepening period.The improvement of economic democracy relates to the quality of economic development and people’s welfare.It is becoming a difficult issue for us to strengthen socialist economic democracy construction,solve problems of malicious competition,market monopoly and the gap between the rich and poor while fully stimulate market economic vitality.This paper,by using historical materialism idea and organizing the history of CPC’s economic democracy construction,analyses the history of strategic transformation of China’s socialist economic democracy and focuses on the current situation,the strategies of CPC and country and countermeasures based on the explanation of the connotation of economic democracy and the basic idea of Marxist economic democracy.Scholars from different countries hold different points of view towards economic democracy based on different standpoints.This paper analyses the connotation of economic democracy,ie.,a democratic mechanism realized by macro national regulation and micro enterprise democratic management with the economic resources,opportunity and fourtne equality as its goal and realistic production forces development condition as its basis.It must be pointed out that,the relation between economic democracy and economic freedom is characterized by mutual promotion.On the one hand,economic freedom is the precondition of economic democracy.On the other hand,economic democracy can guarantee the realization of economic freedom.While the economic democracy is an inherited meaning of socialism,it is also an important safeguard of a healthy maket economy.Since the establishment of the new China,the economic democracy has experienced the transformation from idealism to realism.The establishment of socialist basic economic system at the beginning of new China’s establishment laid the foundation for our country’s socialist economic democracy development.Outstanding achievement has been made in terms of economic democracy system,several issues have also occurred during this period.Based on the experience and lessons gained at the beginning of new China’s establishment,our country transformed the economic democracy construction when started to implement reform and opening up.The theoretical innovation Deng Xiaoping made laid theoretical foundation for reform practice.The reform of ownership system and distribution method carried out from the perspective of production development greatly promoted the development of production,and it also provided primary conditions for China’s economic democracy development.However,these economic reforms led to economic undemocratic problems including widening gap between the rich and poor,which increased the difficulties to realize common welfare.It is the basic experience of our country’s economic democracy development that production force development and socialist economic democracy construction can promote each other and they can reach positive interaction.In late 1990 s,in order to solve the imbalanced and uncoordinated economic development problems,and the increasingly unbalanced interest distribution problems,CPC started to reconsider the economic democracy construction strategy and it proposed the idea of socialist economic democracy guided by scientific development outlook.Since the convening of the 18 th National Congress of CPC,China has witnessed deepening reforms.The central CPC,with Xi Jinping as its core gained clearer understanding of the scientific development outlook,and it also focused more on promoting economic democracy from the perspective of the system.Social equity and people’s welfare have been enhanced by strategies of streamlining administration and delegating power to the lower levels,targeted poverty alleviation,mass entrepreneurship and mass innovation.Facing the current situation,we should fully implement central CPC’s economic democracy reform strategies through clarifying the relationship between market and government,further advancing political democracy,improving social insurance system and constructing economic law system.
