Study On Performance Evaluation Of The Industrialization Projects Of Agriculture Comprehensive Development In Qinghai Province

In 1993,after Shandong province taking the lead in the country which put forward the idea of development of agricultural industrialization management,the development ideas got the high attention of the State Council,and it was not long before that a national level made relevant policy to promote and support throughout the country.To implement the relevant national policy,the ministry of finance determined to arrange support for comprehensive agricultural development funds every year to arrange is not higher than 30% of the part,used for supporting the construction of agricultural industrialization projects,helped by the leading enterprises,supporting agricultural production enterprises to adopt new technology of original equipment upgrading,improving the level of deep processing of products,bringing more farmers to participate in industrialized management,and improving the level of farmers' income.Empirical analysis based on performance improvement Suggestions for the government to support the continuous improvement of the agricultural industrialization management policy,to supplement the agricultural development,realize the agricultural industry board quality efficiency and pastoral areas people save themselves is of great significance for poverty alleviation.Data in Qinghai province in 2015 as samples,this study uses the empirical analysis method to the optimization selection,to build a more scientific evaluation index system;Using group analytic hierarchy process(AHP)to evaluate the implementation effect of agricultural industrialization project of agricultural comprehensive development in Qinghai province,to achieve the unity of the quantitative and qualitative analysis method,and also further reduced in constructing comparative judgment matrix effect of subjective factor.Finally,with the financial investment assessment center of Qinghai province industrialization operation of agriculture development project performance evaluation,it validates this method to the feasibility of industrialization project performance evaluation.Research shows that: first,satisfaction of farmers driven by project,farmers benefition,organizational management,planning,implementation,participation of farmers driven by project are the five most important indicators of the industrialized operation of agriculture development project performance.Second,the government should achieve "benefit-sharing,risk-sharing" through innovation cooperation mechanism of farmers and leading enterprises,and promote agricultural income increase;strengthen project management,project plan execution,strictly to ensure the construction quality.Establish comprehensive agricultural development project performance evaluation mechanism,and ultimately achieve the goal of promoting tube through evaluation improvement measures,to further improve the effect of the implementation of the policy.Third,the group analytic hierarchy process(AHP)in the evaluation index selection,determine the index weight,more scientific and reasonable analysis and evaluation results,etc.
