In the broad context of the forthcoming state policy of progressive retirement age extension,whether Tibet's current retirement age policy will be affected has become particularly sensitive and important in view of the region's special political and cultural environment and economic conditions.Yet,there's little research on this subject.It is a feature of historical institutionalism to conduct institutional analysis from the meso level,and the pattern of change it has raised is quite applicable for policy research.The paper therefore studies Tibet's retirement age policy from the perspective of historical institutionalism,based on the special situation of Tibet,and in combination of the history and current situation of its retirement age policy.By drawing lessons from typical retirement age policies at home and abroad,it puts forward reasonable measures and suggestions for perfecting Tibet's retirement age policy,thus having positive theoretical and practical significance.First of all,this paper determines the connotations of retirement age policy,reviews the state retirement age policy,and finds that the flaws with the original retirement age policy in the new environment,the development of the legal society,the enhancement of civil right consciousness,the effects of retirement delay notion and relatedorganizations and individual advocacy have jointly promoted the evolution of the state retirement age policy and even the introduction of the progressive extension policy.Then,this paper summarizes and analyzes the history of Tibet's retirement age policy.In Tibet,the retirement age has always been advanced,quite different from the state retirement age policy.A historical institutionalism-based structural analysis reveals that Tibet's special institutional environment has led the government to change its retirement age policy,coupled with the guidance of the input of early retirement information and notion and the promotion of the dominance of some functional departments and those in power in the government.Next,this paper analyzes the current situation of the implementation of Tibet's retirement age policy through literature collection,field interview and questionnaire survey.On the one hand,Tibet's retirement age policy helps to promote employment,maintain harmony and stability,ease the pressure and improve the physical and mental health of retirees,meet the interests of some groups and improve their retired lives,etc.On the other hand,Tibet's retirement age policy impedes the full utilization of human resources,the long-term development of public institutions of key sectors and key areas,the income and expenditure of pension funds,and the payment of pension funds,due to various reasons such as the failure ofthe policy of “one size fits all” and the ban on “back to work after retirement” to play the desired role,the lack of pension incentive,the weakness of policy publicity and guidance.Finally,this paper argues that an early retirement-based retirement age policy is imperative in Tibet.On the basis of the principle of stable development,fairness and voluntariness,Tibet's retirement age policy can be perfected in the following four aspects: preventing and correcting the“one size fits all” for the retirement age;allowing institutions of key sectors and key areas to pursue “back to work after retirement”;establishing a policy advocacy and guidance mechanism;improving the retirement approval and supervision mechanism.Meanwhile,it is feasible to establish a scientific,rational and incentive-compatible pension payment mechanism,to accelerate Tibet's economic development and create a favorable employment environment,and to strengthen the introduction and training of high-level personnel to support the policy implementation and reinforce the results of retirement work.
