Study On Model Of Waterway Management Information In The Heilongjiang Province

Informationization of waterway management is an important component of water transport information in Heilongjiang Province.With the developing of global informationization,how to provide better services,improve the level of management,realize energy concervation and environmental protection and promote the structural transformation have been the urgent problem of transportation administration and waterway administration department in Heilongjiang.The way of semiautomatic management,in which information technology existing in management of waterway in Heilongjiang co-exists with the mode of traditional manual management haven't met the requirement of social progress and economic development.From a practical point,there exist lots of problem to resolve.Therefore,through asking question,analyzing and resolving problem,this article proposes building a new comprehensive model of waterway informationized management,exploring to overcome the shortcomings come from the phenomenon of incompete informization by comprehensive informationization management.This paper expound the present situation and problem of waterway management information in Heilongjiang province.On the basis of the analysis,this paper propose construct the new comprehensive of the mode of waterway management informization.This mode according to the theory of sustainable development of information and technology acceptance model.It defines the basic idea,construction target and principle,and this new mode is applying comprehensive informationization to waterway management comprehensively.Optimize the management process,achieve restructuring and improve management efficiency by informationization.This paper confirm the relationship of administration and related units,definite the basic framework of information management platform by researching the organization system of the new mode for the important part of the new mode.This article studys the operating mechanism and process of the new mode from government predominance,operation of information system and information management platform and personnel training for guaranteeing the new modeworks nomally.Identify the management direction where the administration of waterway informationized management in Heilongjiang,the mode of cooperating with a third part who is the Technology Developing Company and system working process.At last,it makes the suggestion from maintenance,investment guarantee,personnel training and supervision system based on the advanced experience at home and abroad,making sure the new comprehensive mode of waterway informationized management in Heilongjiang put into effect.
