Research On The PFI Financing Model And Risk Assessment Of Smart Pension Project

Data show that China's population aging level has exceeded the United Nations standards,is moving toward the depth of the aging society.In the face of the increasingly serious contradiction between supply and demand of the elderly and the wide application of intelligent pension facilities,the wisdom of the pension model provides a new way to solve the pension problem.However,due to the large amount of funds needed for the construction and operation of the wisdom of the pension project,long recovery cycle,etc.Financing mode and the risk of social capital to participate in the pension service project into the wisdom of the construction and operation of the project.Therefore,this paper explores and constructs the PFI financing model for the wisdom of the pension project financing model,for the wisdom of the pension project PFI model for risk assessment.The conclusion of the study is helpful to the construction and operation of the financing of the smart pension project,can effectively avoid the loss caused by the lack of awareness of the implementation process,and can put forward the risk management measures,Strive for the successful construction and operation of the project.Firstly,this paper analyzes the connotation and the development of domestic and foreign intelligent pension project,and the wisdom of the pension project SWOT analysis,analysis of the development strategy of the smart pension project by establishing SWOT matrix.Secondly,from the perspective of financing model,detailed analysis of the application of a wide range of project financing model PPP,BOT,PFI between the three modes of similarities and differences,characteristics and scope ofapplication,and build a more suitable for the wisdom of the pension project PFI financing model.Then,this paper identifies the risk of PFI model of the smart pension project,and through the qualitative analysis of the wisdom of the pension PFI project risk ISM model.Finally,this paper constructs a Bayesian network risk assessment model to realize the quantitative analysis of project risk,an example is given to verify the validity and effectiveness of the model.The results of this paper will be helpful to further explore the financing model and risk assessment model of the smart pension project,and the social capital to participate in the construction of smart pension project and its risk management has a positive effect.
