| Due to the geographical,resource and other factors,the economic development of Gansu Province is slower than coastal and inland,the proportion of poor households ranked the forefront of the country,the poverty alleviation is imminent.Financial poverty alleviation is one of the important ways of poverty alleviation and economic development,hence is used as the main method for poverty alleviation in Gansu.In July 2015,Gansu Province promulgated the " microfinance support Program for accurate Poverty Alleviation and the implementation plan ".By providing microfinance to the poor households which have labor ability,labor skill and loan repayment ability,driven them out of poverty and get rich.The policy has been implemented for more than one year,and has achieved outstanding results in providing financial support for poor households to deal with the problem of funding shortages.However,there are still some problems encountered during the process of the policy implementation,such as the loan pricing mechanismis not reasonable,loans are not used for compliance,lack of risk sharing mechanism etc.In view of these problems,this paper adopts the questionnaire survey and interview methods to investigate six poverty-stricken villages in three state-level poverty-stricken counties of Baiyin.Combined with Smith's policy implementation model,the main contents of this paper consisted of the policy part,policy implementation subject and policy implementation object.This paper first proposed to improve the loan pricing mechanism and the loan risk-sharing mechanism to enhance the accuracy of micro-credit policy.Second,the paper suggest that the local government promote agricultural development,especially the cultivation of specialty crops and wolfberry to help poor households out of poverty.Last,through the provision of technical support and financial knowledge to the countryside,the capacity of farmers could be improved and the policy for poverty alleviation will have a better effect. |
