The Applied Research Of Energy Performance Contracting For The Energy Conservation In Public Institutions

Recent years,the mode of administration has been shifting,from self-imposed to government purchase,dividing management and service efficiently,in order to take more effective supervision.To highlight the regulatory role of the executive branch,carry out the requirement for "streamlining administration,delegating power and optimizing services".Make full use of social resources and enterprise resources,implement the management model of "small government,big society".In the public sector,the traditional way of energy saving is through the annual budget.In the process of updating and replacing,finance is a huge amount of money.Large facilities(such as air conditioning,elevators,etc.)will be updated for 10 to 15 years.With the establishment of market economy and the development of economic globalization,the administrative cost of government has become the focus of social attention.The budget doesn't go up and down,but the material and labor costs are increasing.How to "throttling" becomes the bottleneck of administration in the process of promoting the efficiency of public institutions.The government is exploring new ways to conduct energy management and energy conservation,through the marketing of energy performance contracting,to guiding social capital to participate in energy conservation and technological reform projects,promote the development of energy efficient industries.In the process of energy performance contracting,break down the powers and obligations,hare the energy efficiency,get the energy savings.In this paper,the background of the energy performance contracting,the development in our country,the operational mode of energy performance contracting is briefly stated.Emphasis on the use of energy performance contracting in energy conservation in public institutions,key areas,implementation advantages and other analysis.As the examples of the representative public institutions of the administrative office building,the judicial administration office,the hospital and the school,the paper lists four cases' construction execution and implementation effect:1.The “energy performance contracting of air conditioning system and lighting system” in the Municipal Building of Shanghai municipal government offices;2.The “comprehensive project of energy performance contracting” in Shanghai No.2intermediate people's court;3.The “energy cost managed contract energy management project” in the western hospital of RenJi hospital;4.The “distributed photovoltaic energy contract energy management project” in Shanghai Chongming high school.Analyze the problems and causes of energy diagnosis rationality,financing channel uniqueness and the characteristics of the characteristics.Stressing the role of government “guidance” and market “leading” in promoting the energy performance contracting,and thinking about how to better manage the use of energy performance contracting in the energy savings of public agencies,and come up with four suggestions:1.Establish the energy performance contracting expert library;2.Establish the performance evaluation revision index of the energy performance contracting project;3.Implementing energy-saving techniques with the full lifecycle theory;4.Introduce the PPP financing model to improve energy efficiency.
