With the continuous development of China's economic construction, the housing provident fund is playing an increasingly important role. In 1991, Shanghai adopted the housing provident fund system by using the experience of Singapore for reference, and then the whole country started to carry out pilot projects. On April 3, 1999, China revised and issued the Regulations on Management of Housing Provident Fund, and implemented the housing provident fund system on a nationwide scale. An increasing number of urban workers have solved housing problems with the housing provident fund and improved their housing conditions. The exploration of the housing provident fund system can help to benefit the masses with this system, to solve the people's housing problems fundamentally, and to further promote the harmonious development of society, which is of great significance.This paper studied the service condition of the housing provident fund management center in Panjin. Through the investigation and study of the current situation of the housing provident fund used in Panjin, it was found that there were some problems with the housing provident fund system of Panjin, including a limited range of use, a low rate of withdrawal and utilization, narrow financing channels, and the imperfect system and mechanism, etc.Based on an analysis of these problems, it was concluded that the major reasons for them could include lack of understanding, insufficient publicity, excessive restrictions on withdrawal and use and unfair policy, etc. Meanwhile, the paper studied the housing provident fund systems of Singapore, Germany and the United States, etc. and drew on their successful experience. Furthermore, the paper summarized and analyzed the policies and theories on the use of the housing provident fund and relevant practice in China, and put forward suggestions on the development strategies for using the housing provident fund in Panjin.
