The Party Central Committee and the state has always attached great importance to the problem of personnel issues. Since the eighteen, constantly emphasize the importance of talents as the first resource of economic and social development, do a good job of talent, so that the cause of prosperity. The civil service team is a special and core team in the talent team. With the promulgation and implementation of the Civil Servant Law in China, Marks the construction of China's civil service system on a scientific, standardized and legal track. In recent years, with the development of economy and society, the introduction of the concept of career management,civil servants career management in the public sector human resource management has attracted more and more attention. Therefore, promoting the development of civil service career management and providing a strong talent support the state and the government to complete the mission.Jinzhou New District as an open pilot area in Dalian, the total economy in the Northeast counties in the champion. The author will be based on the civil service career management of Jinzhou New District, use the form of questionnaire and interview to collection information and data of career management in Jinzhou New District. Through the analysis of the data from the three aspects of civil servants, organizations and their superiors, found in Jinzhou District civil servants occupation career management ignores the lack of occupation career planning, on their own and post cognition is not in place, there is a lack of occupation career management organization system of civil servants, single form of training, promotion and evaluation mechanism is not perfect the problem, the lack of scientific assessment and reward system, superior leadership attaches great importance to the existence of occupation career development is not enough, the lack of communication mechanism. The reasons for these problems are from civil servants, organization and superior one by one analysis, and targeted countermeasures: improving the capability of individual civil servants: the occupation career management; government organization: improve the supporting system of the occupation career management; management: to play the guiding role of superior leadership communication; establish safeguard mechanism the occupation career management of civil servants.This thesis not only of Jinzhou district future from the perspective of career management of civil servants how to have a better development in the construction of civil servants, providing valuable reference and for the effective management of civil servants in other parts of the country, let it better for government and public service, to play the maximum effectiveness, has important significance. At the same time, it is helpful to enrich and improve the relevant theoretical system of civil service management.
