With the continuous development of the city, the scarcity of land resources become more and more prominent. How to reasonably use and allocation of land resources increasingly governments at all levels attach great importance, state-owned land reserve system by virtue of its articles on land use management ability of regulation and control, and regulation of the land market to run the fan capacity, land economical and intensive utilization to promote protection ability of ability, the supply of land, plays an important role in the urban development. Therefore, further exploring the relationship between the cost and income of the state-owned land reserve project, establish a sound management system and effective, is of great significance to prospective.The study found that the current state-owned land reserve project although increasingly managers and attention, but in the implementation process of the project cost and the income is still a lack of reasonable and effective evaluation, and the relevant supporting system is still not perfect, the related policy is still not perfect. This paper adopts the method of qualitative analysis, quantitative analysis and comparative analysis, comprehensive domestic and foreign land reserves related theory research results and practice, using cost-benefit theory, starting from the perspective of cost control and profit distribution of state-owned land reserves, the status of the land reserve project in Panjin city were summarized, analyzed origin and income distribution of state-owned land reserve project construction cost, the state-owned land reserve cost income model, the state-owned land reserve cost curve, the curve and the yield curve of state-owned land reserves are analyzed, put forward the concept of state-owned land reserves, and the range of moderate scale reasonable division of the model. Based on the data of cost profits of state-owned land reserve in Panjin city during 2011-2015 as the sample of state-owned land reserve institutions of Panjin city development, land reserves and land reserve income changes were analyzed to evaluate the state-owned land reserve of Panjin city with the costs and benefits of cost-benefit theory model has been established, discusses the state-owned land reserve cost income theory the model under the moderate scale, the local government put forward state-owned land reserve scale should be consistent with the local economic development and social public interests, clear the main goal of state-owned landreserves in the "profit", a reasonable amount of considering other factors determining the target and reserve.
