The international economic circumstance changes significantly since the year of 2000,while Chinese economics start to play an important role in the world-wide stage. To attain the fast boost of economic growth, a stale and healthy economic market is very necessary, while bank is core factor to support dynamic growth for it. With the development of world-wide economics, it comes up with the new motion and space for Chinese market, as well as the banks development in China. However, risks are always coming together with development,like the high risks with the fast development in China. To avoid the serious risk happened in the future, Chinese banks should consider carefully to make proactive innovations and build up core competitive abilities to stand against the coming threats in the new economic situations.Since being built up in 1912, Bank of China was the first public-traded national bank;hence, it has the leading role and significant position in the whole Chinese bank industry.Through the continuous innovation, resource integration and work scope extension, both the company scale and quantity of employees are reaching into a higher level by comparing with other banks; besides, the revenue and margin from Bank of China also takes the learning role ahead of competitors, both domestic and aboard. Although there is dramatic devotion on supporting the stable and consistent development of Chinese capital market by Bank of China,it still has serious competition from the similarities on product and service between banks. If Bank of China could not be able to manage their resource integration or develop their core competitive abilities, there must be very severe impact on the whole industry of banks. In the current situation, the key competitive sector is human resource competition. If Bank of China can utilize their human resource, it is for sure to win the advantage during the competition.This paper is based on the competitive background in bank industry, and it takes Bank of China as the research target with depth analysis on the real cases of human resource management in the bank. Through referring to lots of essay reference paper and learning on relative knowledge on human resource management, with real case study and combination on theories, the paper is focusing on the key reason on employee resignation. It is founded that the effective management on human resource of Bank of China has been impacted negatively due to inefficient performance ranking system, wrong method of salary incentive plan, blurred plan of career path development and impropriate training policies. So the author through the establishment and improvement of the performance management system, revised reasonableremuneration mechanism, improving employee occupation career design, improve staff training management, put forward practical suggestions for operation of these four aspects, to help China bank Dalian branch proposed a set of feasible repair system of staff turnover, the Dalian branch of Bank of China relieve employee turnover.Not only is the human resource management problem solved from the proposal of this paper, but also it provides referable theoretical solutions for other banks, which makes the paper have very practical and meaningful purpose.
