Research On Rural Collective Asset Management In Qixia District, Nanjing

To construct the beautiful countryside and improve the rural living environment,which is an important part of the construction of beautiful China of the report at 18th Party Congress, and is the key work of new rural construction in "thirteen- five" planned. The construction of the beautiful countryside focused on that the property right of the rural collective is clear, the farmer's income is stable, income distribution is reasonable and orderly, and the village's affairs is in the democratic management. With the deepening rural reform and the rapid advance of urbanization process, great changes have taken place in economy and rural society, nevertheless, the rural collective asset management present situation is worrying. To establish the all-round well-being and modern society, therefore,we should strengthen the management of rural collective asset, improve the managerial method, and promote the value of the rural collective asset.This paper is based on the country's "thirteen-five" planned and held the Fifth plenary session of the 18th Central Committee of the Party. At the same time, Nanjing carried out the audit investigation of the administrative villages, we can see lots of problems in management of domestic rural collective asset, however, we can clearly know that the management of domestic rural collective asset get tremendous achievements since the Third Plenary Session of the 11th Central Committee of the Party, it's also appeared a new management model, such as the cooperation, joint-stock and so on. The new model strengthened the effective management of the rural collective asset. And comprehensively explored the new ways to preserve and increase the value of rural collective asset.This paper takes the management of Qixia district's rural collective asset as the research object, and analyses existing problems, the reasons in the problem and countermeasures. Its Helped to find ways to crack the problems of collective asset management. So that, we can defend the legitimate rights and interests of rural mass,establish a long-term management mechanism, and promote the development of new rural construction.This paper is divided into six chapters. The first chapter is the introduction of the research background, purpose and significance of this research, research methods and research innovation. The second chapter introduces the relevant concepts and theoretical basis, and explains the definition of the rural collective asset, theoretical basis, the impact of historical roots, the subject and significance of the collective asset management. The third chapter introduces Qixia's basic situation, management status, and operating condition of the collective asset management. The fourth chapter introduces the problems and specific reasons of Qixia's rural collective asset. The fifth chapter analyses the successful experiences of rural collective asset management of the other city. The sixth chapter puts forward the countermeasures and suggestions how to improve the management of rural collective asset in Qixia.
