Study On Development Strategy Of Xi'an Qujiang New Development District

In recent years,culture industry develops in a fast speed in China,and its portion in GDP keeps on increasing.Facing with sunrise industry of the 21^st century,and one of the most promising industries,Shaanxi Provicial Commission,and the provincial government has decided to develop Shaanxi into a“culturally grand province”through utilization of the thick history and culture deposit in Shaanxi.As one of the first batch of national culture demo-areas authorised by the Ministry of Culature,and as well as the vanguard for the development of cultural industry of Xi'an,Xi'an Qujiang New District has proposed a stragetigic development of establishment of the district based on culture,and prompt the area based on traveling,i.e.,explore,inherent and develop culture of history,excavate the value of the culture,establish culture industry,realize industrial value of the culture,carry forward historic culture,fomulate a positive cycle of the culture featured by protection and inherentance,and change the mode of economic development based on culture industry,adjust the ecnomic development structure,and enforce a cordinated and sustainable development of the economy and the society.The article herein,bases on the fact of Xi'an Qujiang New District,and makes analyses on the development environment of Xi'an Qujiang New District with scientific approaches,mainly the SWOT method,and based on relevant throeries of the development zone,theory of industry cluster and in combination of the development process and current condition of domestic development zones and Quajiang New district.At present,Xi'an Qujiang New District has made great achievement;however,there are still problems,such as immatureness of the culture industry,incompleteness of industrial chain,insufficient excavation and utilization of historic culture resources,and there are still restrictions from regional development,lacking of infruastructure,and so on.The article herein also establishes the development strategy for Xi'an Qujiang New District from aspects of strategic target,strategic execution,etc.by using strategic management theory,and provides measures during the implementation of the stretegy from aspects of strengthening team building,improvement of policy system and optimization of development enviroment,etc,as well as provides some specific guarantees for the execution of the stretegy.The studies carried out by this article has provided active instructions for the excavation of Qujiang culture industry,potentials of tourism industry,widening of the development space of the Qujiang New District,and is of both theoretical and practical significance for the fast and good development of Qujiang culture industry.It also provided some references and constructive opinions on the deployement of strategic work for similar development zones.During the drafting of the article herein,with the restriction both on time and capability,which may end up in insufficient and biased understandings,and the article may has problems of lacking of depth in the research,partial discussion,etc,therefore,it may has great distance from professor's expectations;however,I will keep on focusing on this subject and continue my study on this subject according to professor's comments and proposals.
