Rural Collective Enterprise Joint-stock System Reform Research In Xiangkouqiao Village

With the acceleration of urbanization in China,China's rural collective economy gains a rapid development,which in turn accumulates a large amount of collective assets.However,many flaws emerge during the management of the collective assets such as the imperfect mechanism,the unclear division of property rights and etc.These problems prevent the rural collective economy from developing further.Thus,implementing property right system reform is an effective strategy to resolve the current outstanding problems.Moreover,it is also one of the means for rural collective economy to achieve further development and growth.The thesis is based on the method of comparative study as well as case study,which focuses on the reform process of joint-stock system of collective enterprise in Xiangkouqiao County of Xuancheng City.At first,the thesis introduces the basic terms such as collective ownership,rural collective economic system and property rights.And then the thesis gives a brief review of the evolution of the rural collective economic development.After that,the analysis as well as comparative study is presented concerning the differences of reform between shareholding system and corporation approach.Moreover,the thesis also comments and evaluates on the reform modes of Guangzhou Tianhe,Beijing Fengtai,Jinan Huaimeng respectively.Subsequently,the thesis discusses thoroughly the current development and existing problems of Xiangkouqiao's reform in collective economy,summarizes the main strategies that Xiangkouqiao has implemented and proposes in detail the solutions to several critical problems which villagers are concerned,such as the stake setting,property stabilization and so on.Finally,the thesis assesses the effect of the reform and problerms from an empirical perspective.The thesis has the following five conclusions.First,the goal of the property right system reform in rural collective economy is to establish a modem property right system with clear property possession,specific responsibility attribution,standard transference,effective management and reasonable income distribution.The objective for joint stock reform in rural collective economy is to clarify the collective property rights and effectively improve the income of farmers.Secondly,the rural collective economic reform of property rights is of great significance,since it is in line with the characteristics of institutional change.Thirdly,the reform in Xiangkouqiao village obtains good results since it paves the right way for joint stock reform,clarifies the collective assets,promotes economic development,guarantees the rights and interests of farmers and accelerates the process of urbanization.However,the reform in Xiangkouqiao village still contains certain problems such as the difficulty in unifying thinking mode,the hardship in perfection of managerial mode,slow proposal of supporting policy,unclear division of collective property rights and problems in transferring stock rights.In addition,the thesis proposes several suggestions on how to deepen the reform,separate the village government and enterprises,promote business development,increase dividend per share and standardize the construction.
