Research On The Interaction Between Farmers' Professional Cooperatives And Local Governments

With the rapid development of social economy,the household contract responsibility system set up in rural areas in 80 s can no longer fully meet the needs of market economy development.The lack of adaptation between farmers and market has been leading to the more and more inconsistent between the “small farmers” and the “big market”.As a family operation model based on small farmers,how to protect the risks from the nature and the market has become an important issue of promoting agriculture development and the prosperity of the rural economy.How to deal with the problems between the small-scale,small-scale production,decentralization and the specialization,big market,socialization existed in the field of agricultural production? From the experience of developed countries,we know that,it is impossible to solve this problem by only relying on one family or wholly relying on the government.Only by conducting propaganda in every level of governments and encouraging peasant families to participate in various types of farmers' professional cooperatives can we solve these problems.As a mutually beneficial economic organization and a political organization in the formal institutional framework,there are big differences in nature between the farmers' professional cooperatives and the local government.However,there are many areas of common interest between them in governance space and governance objects.The complementary function between them will definitely lead to the interaction of them.So that,the relationship between the farmers' professional cooperatives and the local government is neither opposition,nor mutually exclusive,but a benign two-way interactive partnership.By using observation method and interviewing method on three different kinds of interactions between the farmers' professional cooperatives and the local government of city X in Henan province,this paper analyzes the current situation and the dilemma of the interaction between the farmers' professional cooperatives and the local government.Finally,this paper puts forward some countermeasures and suggestions to construct the interactive relationship between the farmers' professional cooperatives and the local government from the two aspects of the farmers' professional cooperatives and the local government,respectively.In the process of constructing the good interaction relationship between the local government and the farmers' professional cooperatives,the local government should play the role of a good guider,a supporter,a service provider and a supervisor.The farmers' professional cooperatives should strengthen their own development ability and maintain their independence and autonomy.They should cooperate with local government in providing rural public services and the governance practice of the “three rural issues”,to find a way of cooperation of farmer voluntary,independent management and the government actively support.
