Since twenty-first Century, China has deployed a series of cultural industry development strategy, took many measures to promote the rapid development of cultural enterprises. The fifth Plenary Session of the 18th CPC Central Committee established"the 13th Five-Year plan", Then the Ministry of Culture emphasized the key tasks that is the development of cultural industry, and the main line of the development of cultural industry in 13th Five-Year is the quality and the efficiency, we should focus on the transform which is change from the quantity growth to the quality type development,thus promoting China's cultural enterprises to adapt to the new normal, opening up a new situation is particularly important. In this context, the author tries to use PEST-SWOT tool to analyze the macro environment and micro environment of the Dolphin Media Limited by Share Ltd, helping to make a better strategic deployment in the face of the current environment and promote the upgrading of industrial structure, in order to get better development in the futureThis paper takes Hubei province Dolphin Media Limited by Share Ltd as the research object based on the theory of strategic management, I study the related research at home and abroad seriously, and the paper discusses the development environment and strategy planning of dolphin media by means of literature research, case studies,theoretical analysis, data analysis and other methods, The main contents include the following aspects.First of all, I give the basic concepts of strategic management and explain the importance of the enterprise's strategic deployment, Through the detailed analysis of the main analysis tools of the enterprise in the strategic planning, so as to make clear direction of this study.Secondly, this paper summarizes the current situation and combs the development process of Dolphin Media. It also summarizes the achievements made by the Dolphin Media in the four major modules: Dolphin book, Dolphin preschool, Dolphin children's bookstore and Dolphin digital. Based on the analysis of the related data of Dolphin Media, this paper points out the problems existing in each module in the development of the company in recent years.Thirdly, this paper introduces the macro environment of the Dolphin Media through the PEST analysis tool. Through the understanding of the environment, we can better understand the future direction of the company. At the same time, through the SWOT tool to analyze the micro environment of dolphin media, this paper points out the advantages,disadvantages, opportunities and threats of Dolphin Media in the development process.Finally, according to the results of PEST-SWOT analysis, this paper will list analysis matrix, and present the future development plan of dolphin media, identify strategic mission and strategic objectives, then give the specific planning in management,product, marketing, technology, talent and other aspects. After planning the specific path,the paper gives the safeguard measures which are beneficial to the implementation of the path.
