The social responsibility of the central government and local governments is not clear,which is an important factor restricting the healthy development of China's social security system. China's basic old-age insurance policy is difficult to implement the country,and progress isslow,the key lies in the central and local government responsibilities unclear. In the practical requirements of China pension pressure increasing, reasonable division between the central government and local government responsibility is very important to promote the overall implementation of the policy as soon as possible, in order to ensure the sustainable operation of the endowment insurance fundIn the process of China's basic pension insurance development, the central government has experienced "doing everything" to "do something". The central government of China urban workers to co-ordinate the national basic pension is the theory of public goods, the government functions between the division of labor theory and the requirements of the law of large numbers, and also the objective reality of basic old-age insurance for urban workers in China and the requirements of operation.Comprehensive historical and realistic factors, the central government should bear the whole system including strengthening the top-level design and specification, design specification of legislative responsibility, financial subsidies and tax regulation,support and undertake the historic debt and transition costs the responsibility of financial supervision and management responsibility, also should undertake the execution, agency management and overall fund system. At present, the central government in the urban workers' basic pension in the overall design of the responsibility for the implementation of the code is not perfect, the financial responsibility for the implementation of inadequate coordination and supervision and management responsibilities are not in place.To further standardize the responsibility of the central government in China's urban workers to co-ordinate the national basic pension. On this basis,the vertical management system to establish the basic old-age insurance, improve the central government to local government supervision, strengthen the construction of information technology to optimize the central government to local government supervision system, while the establishment of vertical management committee investment supervision management of social insurance fund supervision of the fund investment operations, improve the supervision mechanism and further optimize the market environment investment fund operations to ensure the safety and value of fund. Only by doing so can we really regulate the responsibility of the central government, and ensure the implementation of the basic national pension policy for urban workers in china.
