With the popularization of higher education in China, more and more 80’s and 90’s who have at least a BA degree get to their working posts. HC company is a state-owned enterprise whose most employees are knowledge employees,more than 75% of them have at least a BA degree. As an enterprise solely funded by the Dalian High-tech Park Management Committee,HC company now face a problem that the effect of its traditional incentive method is decreasing, its knowledge employees don’t go for it. How to motivate employees effectively and improve work efficiency to accomplish company’s strategic objectives is the first problem to be solved in HC.Based on the traditional incentive theories, this paper deeply analyzes HC’s current incentive situation of knowledge employees to find out the main problems and causes of those problems. Then, summarizes the demands of HC’s knowledge employees and their characteristics by putting out the questionnaire to identify the target of incentive plan.Finally, combined with company’s overall development strategy and human resources planning, and based on three dimensions of the psychological contract, i.e. the dimensions of transaction, development and relationship, this paper provides an employees incentive scheme and corresponding guarantee measures for HC company to ensure HC realize the great-leap-forward development.Combined with HC’s human resources practice, this paper discusses how a state-owned company coordinate the conflict between the demands of its knowledge employees and company’s strategic objectives, and gives guide on how to motivate knowledge employees effectively. And at the same time, it also provides some ideas and reference for other state-owned companies.
