Study On Improving The Policy Of Subsidies For Primary Processing Of Agricultural Products

The primary processing rate of agricultural products in China is relatively low,because the processing facilities of agricultural products in rural areas of China are not perfect,and the processing technology of agricultural products is backward.Due to the lack of necessary primary processing facilities such as storage,preservation library and drying room,the loss of agricultural products after picking is serious.In order to improve the level of the initial processing of agricultural products in our country,the government began to implement the Initial processing allowance for agricultural products in the whole country.5 years later,the initial processing rate of agricultural products has been improved,the loss of agricultural products has been reduced,and the income of farmers has been increased.But there are also many defects of this policy.Based on the objective analysis and evaluation of the policy's advantages and disadvantages,we hope to provide some suggestions to improve it.We adopt many qualitative analysis methods to study the policy,such as literature analysis.In the second part and third part of the article,we have researched a large number of Chinese and foreign academic research to obtain the theoretical basis of this study and define the theme of this article.In the fourth part of the article,we use the case analysis method to achieve a more objective evaluation of the policy.In this study,we conclude that:Firstly,initial processing allowance for agricultural products can help reduce loss of agricultural products after picking.The investment of the initial processing facilities has decreased the loss rate of agricultural products significantly.Secondly,the income of farmers has been increased.Because the processing can create some added value to agricultural products,so the prices of agricultural products are higher than before.Also farmers can choose different seasons to sale their agricultural product,to get more money.Finally,it is found that the policy will help to promote the development of agricultural products processing industry,achieve the goal that the industrialization of agriculture,and enhance rural economies.But there are some defects in these policies,which are easy to realize.The more difficult problems are the shortage of funds and lack of talent.On the basis of drawing lessons from many experts,we puts forward our own opinions.For example,for the problem that shortage of funds,we can increase overall financial investment of the government through increasing local financial investment to support the central government funds.For the lack of talent,we found that the number of professional technical instructor,agricultural extension workers and professional farmers are little.Therefore,it is considered that the provincial governments should strengthen the training of professional and technical workers,and set up professional peasant teams.
