Study On The Countermeasures Of Operating State-owned Assets Supervision And Administration In Nanning

State-owned assets,especially operating state-owned assets,play a very important role in the development of national economy.As the special national conditions of our country have formed a unique principal-agent relationship of state-owned assets,the SASAC as the representative of local state-owned enterprises,serves as the role of the principal to some extent,should perform the regulatory responsibility for state-owned assets,and establish local actual regulatory system serviceably within the legal framework and achieve effective supervision.In recent years,the SASAC of Nanning actively carried out the basic work and the special work under the supervision of the state-owned assets of municipal enterprises,which enriched the supervision content and accumulated supervision experience.However,with the promotion of state-owned enterprises' reformation,there are still many problems exist in the principal-agent relationship between SASAC and state-owned enterprises and the leaders.Therefore,on the basis of principal-agent theory,the ways and methods of optimizing supervision is an important subject in the field of state-owned assets supervision in Nanning.Starting from the related concepts of state-owned assets and principal-agent theory,this article firstly introduces the reformation of state-owned assets supervision in China,the evolution of principal-agent relationship and the existing problems;Then I am going to analyzes the current situation of state-owned assets supervision in Nanning,including the primary cover of supervision,enterprise scope,the pattern and effectiveness of supervision,focusing on the analysis of the principal problems.Then there are the elaboration of the practical experience and enlightenment of the principal-agent of state-owned assets in the developed countries;Finally,combining with the above thinking and research,I would like to put forward some basic principles and countermeasures about optimizing the supervision of state-owned assets of Nanning city under the consideration of taking efforts in the five aspects:explicating the function of SASAC,constructing multiple supervision mechanism to improve supervision,exploring and reforming the selection methods of state owned enterprise leaders,establishing systematic classification supervision system,and improving the governance structure of state-owned enterprises.
