David H.Guston is an expert in science policy politics and the professor and founding director of the School for the Future of Innovation in Society at Arizona State University.His book,"Between Politics and Science:Assuring the Integrity and Productivity of Research" was awarded the 2002 Don K.Price Prize by the American Political Science Association.In this book,Professor Guston analyzed changes of the science policy after the Social Contract of Science established in the United States from post-World War ? to the 1990s.Science and government help each other so that the relationship between science and government is becoming more intimate.Science makes a great contribution to society,and the government continues to provide substantial research funding to support the cause of science.The contradiction between the two covenants is also evident when the Social Contract of Science is constantly playing its usefulness.The contractual relationship between the scientific community and the federal government of the United States representing,science accept the government's funding and support to provide social knowledge and technology.The government supports the scientific career funds and promise the freedom of scientific activities to get the scientific return.Social attributes and values of the science and scientists are hidden in the potential agreement of the scientific social contract.In the contract,science is invested as a productive public goods and Investment science has become a public responsibility.Scientific social contract theory has been facing challenges.After World War II,it faces the new challenge in the development Self-regulation mechanism within the scientific community and scientific research activities of the integrity and productivity issues implicit some agreements in the scientific social contract what constantly facing challenges.The development of science,scientific product the new researchers and technology with many problems arise.Government departments keep optimize the supervision and management of the cause of the administrative agencies.These departments use the means of supervision and management,inspire and guide scientific activities and production.The government began to dominate the research and research activities on scientific researches.The contradiction between science and politics is still happening.Among the scientific and political relations David H.Guston's innovatively using the Principal-agen Theory and the Bordary Organizations.He uses the Principal-agent Theory to analyze the relationship between science and politics,elaborates the boundary organization's flexible coordination and stability between the boundaries of science and politics.However,the Principal-agent Theory and the Bordary Organizations have some problems too.Just like the information asymmetry problem and the imperfect boundary work.The government is trying to adjust the science policy to regulate science.The government has set up various agencies and committees for the mutual development of science and government.Would these challenges can be solved by the Social Contract of Science?Does Guston's answers about the Social Contract of Science solve the challenge is effective?Whether the Social Contract of Science can be continue when the challenge increasing?Sort out some answers from Guston's Explanation of the Social Contract of Science and his new point of view.
