The Coordinated Development Path And System Research Of Beijing-tianjin-hebei Industry Under The Concept Of Recycle Economy

As one of the three major urban agglomerations in China,Beijing-Tianjin-Hebei region,with superior geographical position and social status,is an important guide for the northern economy and the main window of China’s northeast Asia.But Beijing-Tianjin-Hebei region has the issues of industrial development in the highlights,mainly as follows: the low degree of regional industrial development synergies,inter regional differences in industrial structure,ecological damage and serious environmental pollution.In the background of two country strategic of "vigorously develop the circular economy and the coordinated development of Beijing Tianjin Hebei",in order to improve the Beijing Tianjin Hebei collaborative development status,based collaborative development in Beijing Tianjin historical situation of comprehensive evaluation of 1993-2014 years of Hebei industry,Beijing Tianjin Hebei launched under the circular economy industry collaborative development path with the system,aims to promote the Beijing Tianjin Hebei ecological industry through the circular economy,promote the regional industrial structure;Tianjin and Beijing to promote the recycling industry collaborative innovation,enhance the overall regional creativity industry;Tianjin industry layout optimization,promote the orderly and reasonable industrial transfer,but also be able to develop to the Beijing Tianjin Hebei and the same type of regional government industry coordinated development countermeasure and planning to provide reference.The full text mainly is divided into five parts:The first part is the introduction,which briefly elaborates the paper selected topic background,the theoretical and practical significance,the domestic and foreign related literature review,research contents,technical route and research methods.The second part is the related concepts and theoretical basis,firstly explains the basic concepts such as circular economy,the industrial synergy and system.Secondly it introduces and foundation of the theory of circular economy,industry evolution rule,regional economy gradient transfer theory,industrial cluster theory,the related theory of institutional economics.The third part,first of all,builds the model of the coordinated development of industry based on circular economy,the model in the traditional industry in collaborative degree measures between regions into the metrics of circulation productivity differences between regions,that is,from the space of regional industry specialization degree,industry layout and changes,the industrial capital productivity and production capacity of four aspects,by using 1993-2014 the Beijing-Tianjin-Hebei industry together with the situation of quantitative evaluation.The main conclusions are:(1)according to the model of the evaluation results of the numerical change,Beijing-Tianjin-Hebei industry synergy can be found in conformity with the node of implementing circular economy in our country,so will the coordinated development of Beijing-Tianjin-Hebei industry is divided into three stages,namely the traditional line economy under the collaborative development stage(1993-1999),under the circular economy pilot of collaborative development stage(2000-2008),and under the comprehensive development of circular economy coordinated development stage(since 2009).(2)at different stages of industrial synergy characteristics: industrial coordination develops slowly,under the traditional linear phase between interregional industry transfer is accompanied by the occurrence of pollution transfer;Circular economy pilot phase of the industrial transfer speed,industrial transfer occurs through industry chain extension and establish industrial park and other forms,pay more attention to ecological effect of industrial transfer as well as to the promotion of industrial structure in both places,the three provinces and cities began to pay attention to circular economy under the function of urban relocation,circular economy development is not thorough,but this stage industry together present a disorder,short industrial chain and other defects;Circular economy under the stage of full implementation of Beijing-Tianjin-Hebei industry together to form the circulation project,build the circulation industry park and so on the typical method of cooperation,development of regional industry synergy between present industrial chain longitudinal deepening and lateral characteristics,industry to speed up the transfer process,the manufacturing and heavy chemical enterprise from the Beijing-Tianjin moved to Hebei trend is obvious,industry collaboration areas from mainly industry extended to industry,agriculture,service industry and other field.(3)the typical pattern of the Beijing-Tianjin-Hebei industry coordinated development including the government to promote,market leading and enterprises to participate in the tripartite cooperation of circular industry coordinated development pattern,the industry as a whole move and establish ecological industrial park mode,ecological industry chain to form industrial relocation and coordination model.(4)in the main process of the coordinated development of Beijing-Tianjin-Hebei industry experience includes the government actively guide,to build industrial park,attaches great importance to the city function positioning,lessons have a lack of government functions,dislocation,lack of cross-regional cooperation organizations,nongovernmental strength is weak,and so on.The fourth part,on the basis of the third part puts forward the future under the guidance of circular economy industry coordinated development path of the Beijing-Tianjin-Hebei region,mainly from three aspects:(1)from the aspect of industry,agriculture and services to build ecological industry chain,the first implementation in each area,each enterprise internal circulation production,second,pay attention to the area between the material recycling,longitudinal each of leading industry chains,transverse coupling and the industrial chain,the introduction of chain.(2)pay attention to regional cooperative innovation among industry,accelerate the "Beijing R&D transformation & Tianjin-Hebei production" mode of innovation,in accordance with the "innovation,innovation group,innovation chain-network" train of thought to expand the regional innovation system.(3)to optimize the spatial layout of regional industry overall planning ecological industrial space layout of the overall development of the Beijing-Tianjin-Hebei region,the development of circulation industry cluster,fostering the development of Beijing-Tianjin-Hebei industry "circular points-axis" structure.The fifth part is to construct circular economy under the system of coordinated development of the Beijing-Tianjin-Hebei region,promote synergy of higher quality in Beijing-Tianjin-Hebei industry,mainly from
