A Theoretical Study On The Relationship Between The Government And The Market Since The Reform And Opening Up Of The Communist Party Of China

The Third Plenary Session of the 18 th Central Committee of the CPC puts forward that market should play a decisive role in resource allocation;economic system reform should be deepened;socialist market economy should be adhered and completed,so as to facilitate the relationship between government and market to enter a new development stage.Xi Jinping being the general secretary,the Party Central Committee keeps infilling theories about the relationship between government and market in the new period and emphasizes that on the premise of socialist system,market should play a decisive role in resource allocation,so that the active functions of the Party and government can be better exerted.China is in need of an economic system reform centering on the relationship between government and market and possessing Chinese socialism characteristics.Since reform and opening up,China's economic system reform has been deepened by centering on the relationship between government and market.From resistance to market to elimination of the opposition of government and market,from “planned economy as principle and market economy as complementary” to re-examine the function of market,from market's playing fundamental in resource allocation under national macro control to market's decisive role in resource allocation,the “legitimacy” of market in China's economic system is gradually established.Meanwhile,serving as unitary an external element,use means and method in the relationship between government and market,market gradually raises to the institutional and systematical level and forms a set of development system.Finally,socialist market economy system was established.With the development of economic society,China's socialist market economy system also keeps developing in continuous exploration and practice.Eventually,the name of market was “rectified”,so market is now exerting its effective functions in China.The development process of the relationship between Chinese government and market is actually Chinese people's exploration history of a national development path under the leadership of the Communist Party of China.Based on important documents of the Party and government since reform and opening up,this thesis sorted out the historical evolution of the relationship between government and market.Meanwhile,in view of phased development characteristics and key points of the relationship between government and market,this thesis summarized an overall theory from multiple dimensions of the Party Central Committee,government,national leadership,academic circle and so on,which gains a better insight in key points of China's economic development.Besides,the thesis also discussed the transform of government functions in the new period.In the context of deepened economic system reform as well as modernization of governance system and governance ability,Chinese government should keep a foothold in China's economic and social development,center on the relationships between government and market as well as government and society and transform government's functions under the unified framework of government by law,so as to form a service-oriented,govern-oriented and law-ruled government.Meanwhile,the relationship between government and market are further clarified to release subject vitality of micro market,optimize collaborative governance pattern of government and market in the fields of economy,society,culture and ecology,so as to make sure that the Two Centenary Goals can be achieved.
