The conventional energy such as coal,oil and natural gas has limited reserves.It also can adversely affect the environment during heavy mining and using.With the seriously short of energy reserves and environmental pollution problems,developing vigorously clean and renewable energy has important economic significance and social significance.In recent years,the wind,solar and the other renewable energy power generation technology continues to make a breakthrough.The scale of grid connection has been increased gradually.Especially,wind power that is the renewable green energy is clean,pollution-free and inexhaustible,which has large-scale development and utilization prospects.Wind power technology has been mature basically,which economy is close to conventional energy sources.And it will maintain the rapid development for a long period of time in the future.It can alleviate the power shortage in China,and promote the sustainable development of social low carbon environmental protection.In recent years,the renewable power develops rapidly in the global scope.The research related on the generation performance of renewable energy power gets more and more attention.This paper firstly introduces the distribution and installed capacity of the global wind resources,and the development of wind power industry in China.On the basis of the result,the paper analyses the influence factors of wind power development in our country.The factors mainly include: wind conditions and energy structure,excess capacity and grid-connected power generation difficulties,the insufficiency of technical level and innovation ability,cost restriction and electricity price policy,supporting policies and incentives,and so on.In this paper,time dimension is introduced into the traditional DEA model which is used to build the wind power performance dynamic evaluation model.From the angle of input and output,this paper evaluates the pure technical efficiency,scale efficiency and comprehensive technical efficiency of 29 provinces'(autonomous regions,municipalities)wind power performance in China 2011-2014 one by one.Then the TOPSIS method is used to sort the provinces that comprehensive technical efficiency have reached effective,in order to achieve the final ranking of every province's wind power performance in China.At the same time,studying and comparing the evaluation results further,to find out the mechanism and driving force behind the wind power performance differences in different provinces.In order to further study the factors that affect the performance of wind power in China,this paper introduces the improved SCP paradigm.From the three aspects of market structure,market behavior and market performance,the paper analyzes the quantitative relationship among them by applying of multivariate linear regression model.The model results show that there is a long-term stable equilibrium relationship between wind power market structure,market behavior and market performance in various provinces and cities.Therefore,the main factors which affect the performance of wind power in various provinces and cities are: Wind power in various provinces accounted for the proportion of the province's total power generation,the average wind power density in various provinces,the average transmission capacity of the grid in various provinces,the loss rate of transmission line in various provinces,the N-1 pass rate of transmission network in various provinces,the N-2 pass rate of transmission network in various provinces,the benchmark price of wind power in various provinces,the on-grid energy of wind power in various provinces,the comprehensive efficiency of wind power performance in various provinces.In the end,based on the present situation of wind power performance in various provinces of China,this paper puts forward some suggestions for the future development of wind power.It has certain reference significance for improving the wind power performance in China,and provides decision support for China to achieve energy conservation and emission reduction targets,formulate relevant policies and measures.
