Along with the economy globalization and China’s globale stratagy , all China’s enterprises are entering into oversea market. As a participator of the power grid network, one of a country’s most important infranstructure field, power transmission general contractor once stepped ahead of the line on international market. Making full use of advantages on low cost and high effeciency, China’s power tran smisiongeneral contractor achieved rapid development and occupied im portant positon in general contract field. Especially in Africa,China’s traditional friendly area.China’s power transmission enterprises achieved great success. However, when the world economy crisis goes worse, the com petition in power trasnmission general contracting field becomes more and more serious. China’s transmission general contractors have to face com petition from developped countries,developping countries and internal com petition from similar companies. By the meanwhile, China’s transmission general contractors are facing more and more chanllenges on localization when they want to have further development in Africa.This paper analasised the current situation and development of researches on oversea general contractors’ company management and localization measures. It sum arized the conception of general contracting, localization and characters of transmission general contracting project. It then introduced competitive strategy theory on enterprise exteral competition environment and resource based theory on enterprise inte ralresource. Together with the analysis on characters of Africa transmission general contracting market, this paper listed current status and problems of China’ s transmission general contractors in Afica.According to "Five-Force Model","I/R Model" and resource based theory , this paper made comprehensive strategy analysis on exteral comp etitive environment and and interal resource conditions of China’s transmission general contractors. Afterwards, this paper build localization "Four-Factor Model" from horizontal way to provide advise and measures on China’s transmission gerneral contractors’ localization in Afica with human resources,technology and service, ompany management and company culture. It also build “Three-Stage Model" from vertical way to explain process amd conditions for transm ission general contractors to achieve localization with single project management stage, enterprise operation stage and famous brand management stage. The analasys of evaluation factors of enterprise’s current stage can help the enterp rise evaluate where they are. After analasys of C company’ s localization expericence in Nigeria, this paper sumarized its conclusion and ends with a future development vision.
